Resolution No. 5462 <br />August 14, 2000 <br />Page 2 <br />WHEREAS, on January 10, 2000, the City Council of the City of Mounds View <br />approved Resolution 5409 which gave authority to TOLD to submit an application for a Planned <br />Unit Development inclusive of City-owned property; and, <br /> <br />WHEREAS, the City Council held a public hearing relative to this request on August 14, <br />2000; and, <br /> <br />WHEREAS, the City Council makes the following findings regarding the criteria for a <br />PUD zoning designation as identified in Section 1125.01 Subd. 1.e. of the Mounds View <br />Municipal Code: <br /> <br />(1) Relationship to Municipal Comprehensive Plan <br /> <br />The proposed uses are consistent with the Comprehensive Plan as recommended for approval by <br />the Planning Commission. The site is designated for a Community Commercial use. The plan <br />defines such a use as a “Land use principally engaged in the provision of goods or services with a <br />primary service to the community.” Examples of such uses would include retail and service- <br />oriented businesses such as banks, drug stores, restaurants, veterinary clinics or day care centers. <br /> <br />(2) The geographical area involved. <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />(4) The character of the surrounding area. <br /> <br />The surrounding area is dominated by municipal activities, such as City Hall, the Community <br />Center and the Public Works building; commercial activities, such as Wynnsong Theatre and <br />Donatelle’s Supper Club; and natural open space areas. Separated by an expanse of open space to <br />the east is a single-family home subdivision. Given the separation of distance, it is not expected <br />that the single-family homes would be depreciated or impacted in any way. The general area in <br />recent years has become the heart of Mounds View with the development of the 15-screen movie <br />theatre and construction of the Community Center. It is believed that a Walgreens and proposed <br />restaurant development would be consistent with and complementary to the immediate area. <br /> <br />(5) The demonstrated need for the use. <br /> <br />The applicant’s client feels strongly, given Mounds View’s existing and anticipated demographical <br />composition, that this area would be an appropriate and successful location for a neighborhood- <br />oriented Walgreens. Regarding the proposed restaurant, previous market research and resident <br />surveys have indicated a strong support and desire for additional non-fast food restaurant choices. <br /> <br />WHEREAS, the City Council finds that this proposal satisfies the purpose and intent of a <br />PUD as stated in Section 1120.01 of the Mounds View Municipal Code in that the proposal <br />contemplates the overall development of these properties and provides for an appropriate mix of <br />complementary uses adding to the vitality of the City Center; and, <br /> <br />WHEREAS, requirements have been included to ensure high quality architectural design <br />and coordinated signage, preservation of the wetlands, and consideration given to preserving <br />existing tree cover outside of development areas wherever possible; and, <br />
