Resolution 5453 <br />August 14, 2000 <br />Page 4 <br /> <br />NOW THEREFORE BE IT FURTHER RESOLVED that the Mounds View City <br />Council approves the wetland alteration permit (1) to fill approximately 360 square feet of <br />delineated wetland area, (2) to disturb and restore 220 lineal feet within the delineated wetland <br />for storm sewer installation, and (3) to permit grading and construction activities, installation of <br />parking areas and a paved trailway within five feet of the delineated wetland; as indicated on the <br />Site Grading, Drainage and Erosion Control Plan, date-stamped August 7, 2000; subject to the <br />following stipulations: <br /> <br />1. The Site Grading, Drainage and Erosion Control Plan (Page C1.0), date-stamped August <br />7, 2000 shall be revised as follows: <br /> <br />a. The storm sewer shown to cross the wetland shall be relocated, without moving <br />the terminus, such that the beginning point is located 120 feet further south, thus <br />disturbing the wetland in the most limited extent possible. <br /> <br />b. The specifications for the relocated stormwater pond shall be revised to show a <br />safety shelf below the pond’s expected ordinary high water level (OHWL). <br /> <br />c. The location of the silt fence near the wetland fill area shall not encroach into the <br />wetland area any further than is absolutely necessary to perform the required site <br />improvements. <br /> <br />2. Other than what is indicated on the Site Grading, Drainage and Erosion Control Plan, <br />date-stamped August 7, 2000, no development activities shall encroach within or disturb <br />the delineated wetland. <br /> <br />3. Proper and effective erosion control measures shall be installed and remain functional <br />throughout the construction period and remain in place until such time that all disturbed <br />areas have been resodded, landscaped or are supportive of natural vegetative regrowth. <br /> <br />4. Only clean fill, substantially free of chemical pollutants and contaminants, shall be <br />brought onto the site. <br />5. No waste--solid, hazardous or otherwise--shall be allowed to enter directly or indirectly <br />into the wetland. <br /> <br />6. Grading of the site shall not deviate from the approved plan without the express written <br />consent of the Director of Public Works after review by the City Engineer <br /> <br />7. Approval shall be subject to the applicant being obtaining a Rice Creek Watershed <br />District (RCWD) Permit. The Site Grading, Drainage and Erosion Control Plan, date- <br />stamped August 7, 2000, shall be revised if deemed necessary by RCWD. No City <br />permits will be issued without evidence of a Rice Creek Watershed Permit. <br /> <br /> <br />
