Waste Report <br />2251 Oakwood Drive <br />May 22, 2000 <br />Page 2 <br /> <br />Given the size of the lot, however, extra consideration is needed to ensure that the <br />proposed garage would maintain a sense of balance and proportion between the <br />home and garage. The home is 36 feet by 32 feet, or 1,152 square feet and <br />factoring in the upper story, has more than 2,000 square feet of living space. The <br />23-foot wide garage would be oriented sideways toward the street, such that bulk of <br />the garage would be directed toward the back of the lot. Attached to the house, the <br />garage would represent 39 percent of the front width of the combined structures. It <br />is not believed that the construction of the proposed 1,150 square-foot garage <br />would depreciate the neighborhood in any way. This proposal does not conflict with <br />the Comprehensive Plan and would not be out of place considering the character of <br />the neighborhood. Staff has inspected the property and believes that the <br />construction of the proposed garage would be an improvement from what exists <br />currently. There is a privacy fence in the backyard which would help buffer and <br />screen the garage from the adjacent neighbors’ views. <br /> <br />According to Section 1125.01, Subd. 3, of the Zoning Code, the City Council is to <br />consider eight general conditional use permit requirements in addition to the advice <br />and recommendation of the Planning Commission. These general criteria with <br />responses are as follows: <br /> <br />1. The use will not create an excessive burden on existing parks, schools, streets and other <br />public facilities and utilities which serve or are proposed to serve the area. <br /> <br /> It is not expected that the oversized garage would have any impact on existing parks, schools, <br />streets and other public facilities and utilities which serve this area. <br /> <br />2. The use will be sufficiently compatible or separated by distance or screening from adjacent <br />residentially zoned or used land so that existing homes will not be depreciated in value and <br />there will be no deterrence to development of vacant land. <br /> <br />It is not expected that the proposed garage would detrimentally impact either the subject <br />property or the adjacent and neighboring properties. Rather, the addition would allow the <br />resident to park vehicles, boats, snowmobiles and other things inside the garage that are <br />currently being stored outside, visually improving the appearance of the property with the new <br />construction and the reduction of clutter. <br /> <br />3. The structure and site shall have an appearance that will not have an adverse effect upon <br />adjacent residential properties. <br /> <br />The garage would be sided and painted to match the appearance of the home. A <br />stipulation to this affect is included in the resolution. <br /> <br />4. The use, in the opinion of the City Council, is reasonably related to the overall needs of the City <br />and to the existing land use. <br /> <br />The City Council has indicated that oversized garages are an improvement to a property and <br />provides for additional storage space for vehicles and other things that might otherwise be <br />stored outside. The existing garage is too small and in a poor condition which warrants the <br />new construction.
