March 23, 2000 <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Chuck Whiting, City Administrator <br />Re: March 27, 2000 City Council Meeting <br /> <br /> <br />We have several items to go over Monday night. Here’s the agenda: <br /> <br />10A through E. - Public Hearing for the Second Reading and Adoption of <br />Ordinance 655, an Ordinance Rezoning Bridges Golf Course Parcels from CRP and <br />I-1 to PF. - Jim Ericson: The public hearings on the billboard and golf course zoning <br />issues will all relate to the Community Development staff presentations and the City <br />Attorney explanations. <br /> <br />10F - Consideration of Metropolitan Council Environmental Services Loan <br />Application - Michael Ulrich: Mike will review a loan option with MCES for sanitary <br />sewer projects. <br /> <br />10G - Consideration of an application for a license from Golden Gloves Youth <br />Boxing-Givonna Reed: Givonna has received a request for a boxing license. The City <br />hasn’t had one of these for a while. She will review the application with the Council. <br /> <br />10H - Review of timetable for City Administrator Search-Givonna Reed: Givonna <br />and I met with Jim Brimeyer Tuesday morning to review the search process. Givonna <br />will report on this and review times scheduled for Council and staff input. <br /> <br />10I -. Resolution No. 5422, A Resolution Determining the Acting City <br />Administrator – Chuck Whiting: Two weeks ago I presented a resolution to make Mike <br />Ulrich the Interim City Administrator and set his wage for this time. I reworked the <br />resolution into two resolutions, this one, making him the interim administrator, and the <br />next one, setting a policy for determining compensation for management employees <br />acting in interim capacities. The significance of this is that from now on, should the <br />Council pass these two resolutions, the compensation process would be automatic and not <br />have to be considered each time. Aside from the awkwardness of making the selection, <br />the compensation component is really up to the Council in the end. In the past <br />differences in amounts have led to misunderstandings and resentments which I think can <br />be easily avoided given a policy like this. I may note, that the Council may want to keep <br />in mind the fact that other employees may have adjustments to their positions during <br />these interim periods that may need addressing as well. This resolution does not take that <br />into account, but it may be the next logical question. <br /> <br />10J - Resolution No. 5427, A Resolution Determining the Compensation Policy for <br />Employees Serving in Interim Management Employment Capacities – Chuck <br />Whiting: Givonna did some good research into what other communities do for interim
