Sysco Billboard Report <br />March 27, 2000 <br />Page 4 of 14 <br /> <br />the area. <br /> <br />(3) The structure and site shall have an appearance that will not have an adverse effect <br />upon adjacent residential properties. <br /> <br />There are no residential properties adjacent to Sysco and as such this requirement <br />does not necessarily apply. The design of the proposed billboards, if made to be more <br />consistent with the billboards approved for the Bridges Golf Course, would have an <br />appearance acceptable for this area. <br /> <br />(4) The use, in the opinion of the City Council, is reasonably related to the overall needs <br />of the City and to the existing land use. <br /> <br /> It has been reported by the applicant that the need for the proposed billboards is <br />reasonably related to the economic situation of the property owner. <br /> <br />(5) The use is consistent with the purposes of the Zoning Code and the purposes of the <br />zoning district in which the applicant intends to locate the proposed use. <br /> <br /> With the adoption of Ordinance 644, the proposed billboards are consistent with <br />the purposes of the City Code and the purposes of the zoning district in which they <br />are to be located. <br /> <br />(6) The use is not in conflict with the Comprehensive Plan of the City. <br /> <br /> The Comprehensive Plan does not specifically address the issue of billboards, therefore <br />the proposed interim use permit would not be in conflict with the plan. <br /> <br />(7) The use will not cause traffic hazards or congestion. <br /> <br />Studies commissioned by highway safety and transportation groups and federal <br />agencies find no correlation between billboards and accidents. <br /> <br />(8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br /> <br />Access to the billboards will be gained via existing Sysco drive aisles and parking <br />areas. <br /> <br />In the opinion of staff, all of the general use requirements regarding the siting and <br />installation of billboards on Sysco property are satisfied. <br /> <br />Recommendation: <br /> <br />The City Council should find that with the exception of the spacing issue and the <br />design and appearance of the proposed billboards on Sysco property, this request <br />meets the specific site requirements and satisfies the adverse effects criteria and <br />general use requirements as outlined in the City Code. As such, staff has prepared <br />Resolution 5417 for City Council approval, with stipulations. <br /> <br />
