Sysco is adjacent to only one <br />Mounds View property, that being the Bridges Golf Course, a commercial recreation <br />operation. There are residential properties at least 300 feet south of Sysco, across <br />State Highway 10; yet it is estimated that the billboards would not be visible from <br />these properties due to the presence of a tall sound barrier on the south side of the <br />highway. <br /> <br />(3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br /> <br />It is not believed that the placement and installation of billboards adjacent to Highway <br />10 on Sysco property would depreciate the land values or visual appeal of the subject <br />parcel or neighboring properties. <br /> <br />(4) The character of the surrounding area. <br /> <br />The area north of State Highway 10 and west of I-35W is dominated by industrial <br />uses. Other than the Bridges Golf Course, which is the City’s commercial golf facility, <br />all other uses are of an industrial nature. <br /> <br />(5) The demonstrated need for such use. <br /> <br />The applicant has indicated that the revenue generated by the installation of the <br />billboards would offset Sysco’s operating costs at its present Mounds View <br />location and would help ensure financial viability into the future. <br /> <br />It appears that the request satisfies the adverse effects criteria addressed in the <br />City Code, as interpreted by the City Council and the Planning Commission. <br /> <br />General Use Criteria: Ordinance 644 also requires that the requested interim use <br />permit be reviewed in the context of the general conditional use requirements as <br />outlined in Section 1125.01, Subdivision 3b of the City Code. These requirements, <br />with applicable responses, are as follows: <br /> <br />(1) The use will not create an excessive burden on existing parks, schools, streets <br />and other public facilities and utilities that serve or are proposed to serve the <br />area. <br /> <br />Installation of billboards will not create or cause a burden to public facilities. <br /> <br />(2) The use will be sufficiently compatible or separated by distance or screening from <br />adjacent residentially zoned or used land so that existing homes will not be <br />depreciated in value and there will be no deterrence to development of vacant land. <br /> <br />It is believed that the billboards would not be visible from any residentially zoned <br />property in either cities of Mounds View or Blaine and that the installation of the <br />billboards would not have a detrimental effect on the development of vacant land in
