Mounds View City Council February 28, 2000 <br />Regular Meeting Page 7 <br />Theater would be willing to contribute towards a pedestrian bridge. She stated most of these <br />children walk to the Community Center at least once a month. She stated she has crossed the <br />road many times, and is always very afraid that she will be hit. She stated the light is 10 seconds <br />long, and it could fail. She stated that during rush hour, it takes about a half an hour to cross the <br />road, and she has to leave at 4:30 to get home before dark. <br /> <br />An audience member stated there were people who walk along the side of the road, but now that <br />this has occurred, many of them are realizing how important it is to be careful walking across the <br />road. She stated she has to go to the Community Center every day after school, and many of her <br />friends do also. She stated the bridge is very necessary. She stated this is the crosswalk the <br />children use the most, and they could have put up a pedestrian bridge a long time ago. She stated <br />she hoped the Council would listen, and understand what the children went through. <br /> <br />The young man’s grandmother stated the City of Mounds View should be sitting on eggshells. <br />She explained that they were aware of what they did to the City when they allowed the Theater <br />and a game room to be constructed across the street. She inquired if the City could not conceive <br />of this prior to this death. She stated she would be calling Governor Ventura and inviting him to <br />come to Mounds View the following Friday, and have him cross the highway. <br /> <br />The young man’s other grandmother stated she lived in South Dakota, however, until something <br />was done, the Council would continue to hear from her. She stated she wanted something done <br />immediately. She stated she did not want this to drag on, and if it does, she would be back, and <br />she would continue to speak out until it is resolved. <br /> <br />An audience member expressed her support for the pedestrian bridge. She stated her friends <br />cross Highway 10 often, and inquired what it would take to get something done about this <br />situation. <br /> <br />An audience member stated she realized building a bridge would require time. She inquired if <br />there was anyone in the City who had the authority to slow down the timing of the light. <br /> <br />An audience member stated he was aware that the City was faced with an issue regarding an <br />insufficient number of Police Officers on duty. He suggested they lengthen the time of the light <br />to allow pedestrians to completely cross the highway, lower the posted speed limit, and obtain <br />help regarding the people who speed through the City. He stated his children attend school in <br />Mounds View, and he sees other children crossing the highway every day. He stated these <br />problems must be resolved. <br /> <br />Tammy Nelson stated she lives in New Brighton, however, her daughter attends Edgewood <br />School and frequently crosses County Road 10. She stated she also attended Edgewood School <br />as a student, and lost a classmate on this road. She stated this is not the first incident, and she <br />would be interested in knowing how many deaths have occurred on the highway. <br /> <br />Mrs. Nelson stated she had faith that the Council would do something. She suggested that until <br />the bigger picture comes forward, the City could go to the schools and instruct the children as to <br />how to cross the road properly. She added that when there is a Teen Night, there should be <br />someone available to assist the children crossing the highway. She stated that as a parent, she <br />would be willing to volunteer to help the children cross, so that they do not attempt to cross in
