Mounds View City Council February 28, 2000 <br />Regular Meeting Page 8 <br />large groups. She suggested the theater might be able to assist by showing the movies that <br />interest the children during the daytime hours, when there is more light. She stated they must <br />emphasize what can be done right now to make everyone feel safer, and to decrease the risk in <br />the community. <br /> <br />An audience member inquired if there was anyone on the Council who had voted against the <br />pedestrian bridge. He indicated the City had funds for the pedestrian bridge, and the Council had <br />thrown it out. <br /> <br />Mayor Coughlin stated he, Council Member Thomason, and Council Member Marty were new to <br />the Council. He stated Council Members Quick and Stigney were the only Council Members <br />who were also members of the previous Council. <br /> <br />The audience member inquired how Council Members Quick and Stigney had voted with regard <br />to the pedestrian bridge. <br /> <br />Council Member Quick stated he voted against the measure, and in favor of the bridge. <br /> <br />Council Member Stigney stated he voted against the bridge, because he did not believe the <br />proposed location was appropriate. He stated he thought the bridge should be constructed at the <br />Edgewood Drive intersection. <br /> <br />The audience member stated the City lost a $750,000 government grant when the Council voted <br />against the bridge. <br /> <br />Council Member Stigney stated he was opposed to the proposed location of the bridge, which <br />was to be constructed on Long Lake Road. <br /> <br />The audience member inquired if Council Member Stigney believed that no bridge was better <br />than having a bridge in that location. <br /> <br />Council Member Stigney advised that a proposal for a pedestrian bridge at the Edgewood Drive <br />intersection, the current subject of discussion, had never come forward. <br /> <br />The audience member inquired if Council Member Stigney had considered the consequences of <br />no bridge. <br /> <br />Council Member Stigney stated the vote was taken for a specific site on Long Lake Road. <br /> <br />The audience member stated this site was approved, and the money was granted for it. He <br />inquired if Council Member Stigney felt responsibility for this accident. <br /> <br />Council Member Stigney stated he did not. <br /> <br />Police Chief Clark stated the Council had spent the day considering both the short term and long <br />term effects of this situation, and they would attempt to find solution. He explained that there <br />may not be an easy path in the long term, however, they would consider the short-term
