Mounds View City Council February 28, 2000 <br />Regular Meeting Page 13 <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />6. REPORTS <br /> <br />Council Member Thomason reported on February 16, she attended the Planning Commission <br />meeting. She indicated the Planning Commission approved the Bylaws, and also approved the <br />final draft of the Comprehensive Plan, which was submitted to the Council for consideration at <br />this time. She stated there was a public hearing pertaining to the billboards that are proposed at <br />the Bridges Golf Course. <br /> <br />Council Member Thomason reported she attended the Parks and Recreation Commission <br />meeting on February 23, where there was discussion pertaining to the weight and cross training <br />equipment for the Community Center. She advised they have received some very nice low bids <br />on this equipment. She stated there was a clarification of their budget summary, and they would <br />be holding a Focus Group in March to gather input for the summer playground programs. <br /> <br />Mayor Coughlin reported that in the last two weeks he has attended the Capitol approximately 5 <br />times, in regard to the Airport Legislation. He extended a personal thanks to State Senator Steve <br />Novak and State Representative Barbara Haake who are both working on this legislation. He <br />stated this was a very short Session, with much on everyone’s mind, and he commended those <br />individuals for energy beyond mortals in putting forth the effort required to push this through. He <br />also extended his appreciation to his business partners for allowing him to take 5 out of the last <br />10 working days off, in order to represent the City at the Capitol. <br /> <br />Mayor Coughlin reported he met with a group of individuals interested in the Pleasant View <br />Drive light proposal, adding that a fair number of those in attendance would be speaking to this <br />issue later in the meeting. He stated there was some concern raised with regard to the light, and <br />he attended this meeting to listen to the discussion. He indicated he had called for a survey of the <br />residents the previous year, which is not standard practice in this process, in order to obtain some <br />insight into their feelings in this regard, and they would present some of this information to the <br />Council. He indicated this was all he would offer on the subject, as he had been in the minority <br />on the vote, and it was a standing rule that he would not speak against the vote of the majority. <br /> <br />Mayor Coughlin reported that he, Rick Jopke, Aaron Parish, and a representative of the <br />Metropolitan Transit Commission met in regard to the proposed bus route changes that will be <br />affecting Mounds View. He advised that the public comment extends through Wednesday, and <br />anyone that has not expressed their opinion with regard to the changes should contact the <br />Metropolitan Transit Commission and provide that information. He added that citizens may also <br />contact City Hall, and Community Development Director Jopke would forward their comments <br />as well. <br /> <br />Mayor Coughlin indicated that because there was a potential for losing a significant amount of <br />the bus routes in Mounds View, he had suggested they develop circulars, smaller busses that <br />would travel around the municipality and surrounding area, to pick people up and take them to <br />Park and Rides. He stated this was in the interest of accommodating those individuals who had <br />purchased homes because they were in close proximity to a bus route, and do not wish to <br />purchase a vehicle simply to drive to a Park and Ride.
