Mounds View City Council February 28, 2000
Regular Meeting Page 15
D. Set a Public Hearing for Monday, March 13, 2000, at 7:05 p.m., to Consider
a Resolution Approving an Interim Use Permit for Six Billboards at the
Bridges Golf Course.
E. Set a Public Hearing for Monday, March 13, 2000, at 7:10 p.m., to Consider
a Resolution on the Proposed Adoption of the City’s Business Subsidy Policy
under Minnesota Statutes, Sections 116J.993 through 116J.995.

Mayor Coughlin asked the Council if anyone would like to remove Items for discussion.

Council Member Marty requested Item C be removed from the Consent Agenda for further
discussion.

MOTION/SECOND: Quick/Thomason. To Approve the Consent Agenda for Items A, B, D, and
E as presented.

Ayes – 5 Nays – 0 Motion carried.

Council Member Marty stated he would be unavailable on March 2, therefore, the Council could
proceed without him, or attempt to schedule another date.

Mayor Coughlin advised the Council could consider rescheduling the Council/Staff Retreat after
the Council Meeting, however, in light of the departure of the City Administrator, it was thought
that having a meeting prior to this would be good. He pointed out that if they could coordinate
an alternate date, that would be acceptable, however, the Council should approve this schedule in
the interim.

Mayor Coughlin stated that having spoken to Director of Public Works Ulrich, he believed it
would be a good idea to start the Retreat with a tour of the facilities at the Community Center,
now that the shower project has commenced. He explained that this would insure that everyone
is made aware of the issues that are present there, and would assist in the Council’s
understanding of this during the budget process.

MOTION/SECOND: Coughlin/Marty. To Approve Consent Agenda Item C, as presented.

Ayes – 5 Nays – 0 Motion carried.

8. UNFINISHED BUSINESS

None.

9. RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR

Kimberly Oberg, 8340 Pleasant View Drive presented the Council with a survey of the residents
of their block and letters from her neighbor who was unable to attend, and Rosemary Lensing,
who was unable to remain for the entire meeting. She provided the Council with a map that
described alternatives to the proposal, and a map that depicts the current proposal as set forth by
Bonestroo, Rosene, Anderlik & Associates, on behalf of Anoka County.
