Mounds View City Council February 28, 2000 <br />Regular Meeting Page 16 <br />Mrs. Oberg stated the residents all believe that a light does not make a safe place, and in fact the <br />proposed light would draw traffic from a commercial area to an area where residents live, which <br />should be pedestrian friendly. She indicated there were citizens present who reside on Pleasant <br />View Drive, and some have businesses on their block and in Spring Lake Park. She explained <br />that the proposed plan does not address their needs as business people, or as residents of Mounds <br />View. <br /> <br />Mrs. Oberg stated the residents believe the survey was a wonderful gesture, and attempting to <br />determine what the residents want is important, however, they feel that people did not clearly <br />understand the survey, and that has been reflected in the comment section. She stated there were <br />three people who did not sign, one was a renter who wanted the light, one did not agree with <br />wording of the petition however, felt the subject should be reviewed, and the other did not want <br />the light. She stated they were requesting the Council revisit this issue, and rescind their <br />approval, upon the condition that an alternative is found. She stated all of these people recognize <br />that some form of traffic control is required, however, it is not required to magnetize traffic into <br />their residences. <br /> <br />Mrs. Oberg stated businesses need the traffic, and therefore, they would request that the Council <br />ask for a plan that does not route commercial traffic to any residential street. She stated they also <br />request that they look at traffic patterns, and not only a location where there is an opening in the <br />median. She advised that there are alternatives to the current proposal, and she believed that as <br />the City had put out the survey, they were willing to listen and to consider this. She thanked the <br />Council for their efforts in this regard. <br /> <br />Barry Welpley, 8392 Pleasant View Drive stated he was one of the signers of this petition, and <br />had assisted with the surveying of the residents along Pleasant View Drive. He indicated <br />Pleasant View Drive is a very nice, quiet, residential street, as Mayor Coughlin is well aware, <br />since he also walks along the street with his family and his dog, as many of the residents do. <br /> <br />Mr. Welpley stated the residents perceive a great hazard with this proposal, and a threat to the <br />health, safety and welfare of their nice quiet community. He stated they all agree that some form <br />of control is necessary, however, they feel this should be further examined, and from what he has <br />seen to this point, the original proposers did not take into consideration anything further than the <br />intersection of Highway 10 and Pleasant View Drive. He requested the Council rescind the <br />funding and ask that the issue be forced for further study and review. <br /> <br />John Craiger, 8280 Pleasant View Drive stated this entire activity has been very difficult not <br />only because of the incident which occurred the past weekend, but also because they were <br />dealing with four different communities in the area in which this light is being proposed. He <br />indicated these communities consist of Ramsey County, Anoka County, Mounds View and <br />Spring Lake Park. He explained there were also a number of different factions including the <br />residents of Pleasant View Drive, the residents of the senior housing at Oak Crest, the businesses <br />along the north and south side of Highway 10, and a number of residents along Pleasant View <br />Drive on the south side of Highway 10. He stated it was difficult to coordinate all of these <br />different people and businesses, and Mrs. Oberg has done an excellent job in keeping this process <br />in motion, and communicating with the City, and he would like to extend his appreciation for <br />that. <br />
