Mounds View City Council February 28, 2000 <br />Regular Meeting Page 20 <br />possible that monies may be found through some alternative funding source, should MnDOT <br />decide to proceed with this. <br /> <br />Mayor Coughlin stated he agreed with Mrs. Anderson in this regard, and in light of the increased <br />traffic on this road, he saw sound barriers as necessary. He requested City Administrator <br />Whiting further address this issue. <br /> <br />City Administrator Whiting indicated that several weeks ago, a City representative had forwarded <br />information to MnDOT, in an attempt to obtain information regarding the availability of funds <br />for this purpose, as they were considering the possible placement of sound barriers at the junction <br />of Highway 10 and 35W. He stated MnDOT has requested the City be patient, and it is hoped <br />that this issue will become a priority at some point in their research. <br /> <br />Mayor Coughlin indicated that if they receive any information they would attempt to pass in on <br />to Mrs. Anderson. <br /> <br />Dawn Iverson, owner of Jerry’s Floor Store in Spring Lake Park stated she found the number of <br />concerned residents in the community to be very comforting. She stated her business is located <br />at the intersection that crosses Highway 10 and goes into the other side of the commercial <br />business area. She indicated her office is located on the second floor of the building, and she <br />could see the intersection and the type of traffic that travels Highway 10 from a number of <br />different angles. She indicated the problem is located on her end of County Road 10, which is <br />considered the commercial district. She explained that last week she had taken 2 ½ hours to <br />watch the type of traffic coming in and crossing Highway 10. She indicated Sunset Drive is <br />where the commercial properties are located, and on that road she counted 14 commercial <br />vehicles in that 2 ½-hour window. She explained that of those vehicles, there were six semi <br />trucks, and three of these were Sysco trucks. She stated that if these vehicles were coming down <br />County Road 10 to use Sunset Drive, they were using that road as a cut-through to get back onto <br />85th Avenue, to get back to their home base. She stated that in addition to this traffic, there were <br />other cube vans and the like, and she did not believe the residents want this type of traffic on <br />their street. <br /> <br />Mrs. Iverson indicated she attended a meeting on Pleasant View Drive approximately a week <br />ago, and she had noticed the cozy, comfortable atmosphere of the street. She stated this road is <br />just a mile or so from the Commercial District and should be protected. She advised that the map <br />presented by Anoka County is very skewed, and does not accurately represent what is actually <br />happening on Highway 10. She explained that they have placed her business in front of someone <br />else’s driveway, and incorrectly located or omitted other business in this area. She stated these <br />business are their livelihood, and some of the business owners have discussed this, and they <br />agree that the light should not be placed there, but should come in to keep the commercial traffic <br />in the Commercial District. <br /> <br />Mary Shea, 8380 Pleasant View Drive stated the placement of the light as proposed is a solution <br />to a Spring Lake Park, Anoka County problem, and the light should not be in Mounds View. She <br />stated this was being proposed to fulfill some promises that were made to the senior residence <br />and businesses further west, and it should not involve Mounds View at all. She stated the light <br />should be in Spring Lake Park. <br />
