Mounds View City Council February 28, 2000
Regular Meeting Page 21
Jeff Wallend, 8240 Pleasant View Drive stated when he pulls out to go southbound and make a
left hand turn onto Highway 10, he approaches towards the center median, and is faced by a row
of cars making U-turns. He advised that this was a safety concern because vehicles making a U-
turn should yield to other traffic, and the proposed light would only compound this current
situation.

Pam ________, of Pam’s Furniture in Spring Lake Park stated the map provided by Anoka
County was completely off scale. She indicated that all of the cross traffic is located to the south,
in the area of Jerry’s Floor Store, and the proposal to move that lane down would create
significant traffic around the businesses in that area, which would then turn at the Oak Crest
senior building. She stated this jeopardize the resident’s safety.

Mrs. _______ indicated everyone agrees that the intersection is very dangerous. She suggested
that a stoplight would clean everything up. She explained that they could go directly across to
85th Avenue and put a closed off service road in the business area to alleviate the problem. She
stated the current proposal would put her out of business. She explained that her semis have 35-
foot cabs, and they would not be able to come in, go down the service road, and attempt to turn
straight into a driveway. She stated her business has been at this location since 1982, and Anoka
County did not even include her business on the map. She inquired how this plan could be
approved when the map is so skewed.

Mayor Coughlin clarified that this was not a project initiated by Mounds View.

Jerry Coombs, 8284 Pleasant View Drive stated he recently moved to Mounds View because he
felt it was a nice community and a safe place to raise his child. He stated with added traffic on
his road, he would not feel safe, therefore, he would request the Council move to add this item to
the Council Agenda and review this issue.

Council Member Quick advised that he received a telephone call from Merle Lensing who
indicated his opposition to the light at Pleasant View Drive and County Road 10.

Mrs. Oberg expressed her appreciation to the Council for hearing this matter. She stated this was
a very important issue because the citizens believe this light would threaten the safety and
welfare of their community, and they believe it is wrong, where proposed. She requested that
one of the three Council Members who voted to approve this proposal make a motion to
reconsider the funding of this project.

Mayor Coughlin stated in light of the technical nature of this issue, he would request the consent
of the Council include this item on the next Work Session agenda. He advised that at the Work
Session, the Council could hear expert testimony in this regard as well, which would be helpful.

The Council agreed.

Mayor Coughlin indicated Director of Public Works Ulrich has been in contact with Anoka
County, and requested he update the Council regarding the information he has learned to date.

Director of Public Works Ulrich advised that Federal funding has been approved for this project,
and it must be completed by the end of 2001. He explained that Anoka County is looking for
