Mounds View City Council February 28, 2000 <br />Regular Meeting Page 22 <br />some type of commitment on one of the plans from the City Council and the community within <br />the next three weeks. He advised that it would take this amount of time to get the plans together, <br />obtain State and Federal approval, hold the public hearings, and continue to attempt to stay on <br />the 2001 timeline, if this proposal is approved. <br /> <br />Director of Public Works Ulrich stated there is at least a year’s worth of right-of-way acquisition <br />involved in this project, with several lots in the Manufactured Home Park that must be acquired <br />if the plan is to proceed. He indicated Anoka County has considered many different alternatives <br />to this proposal. He advised that the Sunset Drive intersection is also a very hazardous <br />intersection, and the initial funds were applied for from the Hazard Abatement and Intersection <br />Accident Reduction Program through the federal government for that intersection. He explained <br />that they were turned down because of the point scale, and also because of the close proximity to <br />the Highway 65 interchange. He indicated they are conducting further research in terms of <br />Westwood Drive, however, according to the design standards, they anticipate this intersection is <br />also in too close a proximity to the interchange. <br /> <br />Director of Public Works Ulrich stated the Pleasant View Drive intersection received very high <br />points for accident reduction because of the number of accidents that have occurred in this <br />location. He explained that they received the funding for that project which must be spent by <br />2001, and as noted on the survey, there is only one question pertaining to Mounds View’s 12½ <br />percent responsibility for the cost of the signal only, and none of the geometric work. He pointed <br />out there was also a statement that indicates “Residents’ approval or rejection of the signal may <br />affect the City Council’s decision whether to provide funding to the project, but may not <br />ultimately affect the decision regarding the installation of the signal.” He explained he had posed <br />a question in terms of what would occur if Mounds View rejects this proposal, and holds back <br />their approval and funding for this signal, and the response was that Anoka County would <br />continue with the project, and remove Mounds View’s name from the title sheet. He stated that <br />in this case the project would not require the City’s signature to proceed, and the City would not <br />have any control over it. <br /> <br />Director of Public Works Ulrich advised that this intersection has been identified as a hazardous <br />intersection, and the County has a corrective measure to install a traffic signal to eliminate the <br />accidents on the intersection. He explained that they were attempting to provide what someone <br />had referred to as the “loop effect,” when coming into the City, in that this appeared to be the <br />most practical way to detour traffic from taking a straight shot up Pleasant View Drive. <br /> <br />Director of Public Works Ulrich explained that if the City rejects this proposal, the County would <br />proceed with the project, and remove Mounds View from the plan sheet. He stated the signal <br />would be installed with all work being provided for and taken care of in the right-of-way of <br />Highway 10, which means the intersection on Pleasant View Drive and the frontage road would <br />remain unchanged. He noted there might be some additional striping, to attempt to determine <br />where the loop detections should be placed to signalize the intersection, however, changes in the <br />geometrics and minimization of the effect of traffic on Pleasant View Drive would not occur. He <br />stated there would be no changes on the north side. <br /> <br />Mayor Coughlin clarified that if the City withdraws from this proposal, they would have no <br />control in the design that effects Mounds View, and the County would simply install the light in <br />the right-of-way.
