Mounds View City Council February 28, 2000 <br />Regular Meeting Page 24 <br />explained that if their vehicles travel up Spring Lake Road and come all the way back down to <br />Pleasant View Drive, it would involve a couple of extra minutes. He stated the Fire Chief had <br />also suggested the option of installing curbing in the radius, with chevrons properly spaced so <br />that traffic would be directed around the corner, but would allow the fire trucks to jump the curb <br />into the Pleasant View Drive cul-de-sac. <br /> <br />Mayor Coughlin advised that changing this configuration affects all of the other traffic patterns <br />as well. <br /> <br />Mrs. Oberg stated residents should not be involved in commercial business. She indicated that <br />they were paying the price for the Spring Lake Park commercial area, and were paying the costs <br />as residents, for the provision of business traffic to Spring Lake Park, which is not right. She <br />stated she believed Ramsey County should protect the residents as well. <br /> <br />Mr. Craiger stated he had asked Mr. Soler if he required a request or some type of action from <br />Mounds View in order to take further action in Ramsey County to assist in this matter, and he <br />had indicated he did not, therefore, he assumed the matter would move forward. He explained <br />however, he was not certain how much action Mr. Soler would be taking on his own, therefore, <br />he would request Director of Public Works Ulrich contact him in this regard. <br /> <br />Council Member Stigney stated some valid concerns have been expressed with regard to design <br />and possible alternatives. He advised that rather than acquiesce to the current proposal, he would <br />prefer to see the proposals and alternatives be forwarded to Spring Lake Park, to address the <br />concerns of these residents, as well as to Anoka County. He indicated the residents have pointed <br />out what appear to be some serious flaws in the design, and rather than proceed simply because <br />there is funding available, this was the time to readdress the issue. <br /> <br />Mayor Coughlin stated testimony has been taken, and some of these concerns have already been <br />raised in the public record. <br /> <br />Director of Public Works Ulrich stated many of these questions were addressed at the public <br />informational meeting, and he received a list of comments that was returned by Anoka County. <br />He explained that the list did not contain responses to the comments, but rather contained the <br />comments provided by the citizens of Mounds View. He stated the County is required by law to <br />address each one of these comments, and they will receive the responses prior to any further <br />commitment on the project. <br /> <br />Mrs. Oberg pointed out that at the meeting, Lyndon ________ was highly interested in their <br />proposals. She indicated he felt that the Westwood Drive option would be sufficiently distanced, <br />at 3/10ths of a mile, from the area that is subject to accidents. She explained that she has driven <br />Westwood Drive on numerous occasions, and during various times of the day, has had sufficient <br />time to make a left hand turn in front of the old bowling alley buildings. <br /> <br />Director of Public Works Ulrich stated the City has requested Bonestroo, Rosene, Anderlik & <br />Associates to determine the signal distance from the interchange. <br /> <br />Mayor Coughlin stated the Council has consented to put this matter on a Work Session Agenda <br />for further discussion, and that Work Session would take place the following Monday, at 6:00
