He explained that the effort was not being <br />approached in the same manner as it had been the previous year. <br /> <br />City Attorney Long advised that part of the strategy of getting the Bill passed is to limit its scope <br />to the Anoka County-Blaine Airport, therefore, the municipalities are not in the same coalition. <br />He explained that issues have been raised with regard to other airports, and they were attempting <br />to avoid getting tied up in those issues. <br /> <br />Council Member Stigney inquired regarding the communities surrounding the Anoka County- <br />Blaine Airport. <br /> <br />Mayor Coughlin indicated the Mayor of Lionel Lakes has requested further information on this <br />matter, and he would be in contact with him in this regard. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />G. First Reading of Ordinance Creating an Interim Use Authority By Creating <br />a New Chapter 1126 as to the Interim Uses in the City, and Setting a Public <br />Hearing and Second Reading for March 13, 2000 at 7:15 P.M. <br /> <br />City Attorney Long stated this item was procedural in nature. He indicated that when the City <br />decided to place the 15 year limit on the billboards, the mechanism for this had to be changed <br />from the strict Conditional Use Permit process, which could not contain time restriction, to an <br />Interim Use. He advised that by State Statute, the City must adopt its own ordinance accepting <br />the State authority to do this, in order to accomplish this. He explained this was the first reading <br />of the ordinance, after which it would proceed to the Planning Commission for consideration, <br />and would come back before the City Council at their meeting on March 13. <br /> <br />MOTION/SECOND: Thomason/Quick. To Waive the Reading and Approve the First Reading <br />of Ordinance No. , an Ordinance Creating an Interim Use Authority By Creating a New <br />Chapter 1126 as to the Interim Uses in the City. <br /> <br />G. First Reading of Ordinance Amending Ordinance 644 Section 108 as to <br />Interim Use Permits for Billboards, and Setting the Public Hearing and <br />Second Reading for March 13, 2000, at 7:20 P.M. <br /> <br />City Attorney Long stated this was the same issue addressed with the previous item, and was <br />simply changing the word “conditional” to “interim,” in order to comply with the new <br />requirement of a 15-year limitation. <br /> <br />City Attorney Long advised that the dates in Ordinance 644 have been amended to more correctly <br />reflect the 15-year time period. He explained that when this item initially came forward, and the <br />15-year limit was introduced, the January 2015 ate was selected. He stated at this time, the <br />process would require a few more months, therefore, it was suggested that the date be amended <br />to be more in line with the true 15-year period of time on the golf course, in terms of revenue <br />ability. He explained that from the City’s perspective, this amendment would allow the City to <br />obtain the benefit of the full 15 years. <br />
