PROCEEDINGS OF THE MOUNDS VIEW CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Regular Meeting <br />February 28, 2000 <br />Mounds View City Hall <br />2401 Highway 10, Mounds View, MN 55112 <br />7:05 P.M. <br /> <br /> <br />1. MEETING IS CALLED TO ORDER <br /> <br />2. ROLL CALL: Coughlin, Marty, Quick, Stigney and Thomason. <br /> <br />NOT PRESENT: None. <br /> <br />Mayor Coughlin stated in light of the gravity of the situation that occurred the previous Friday, <br />he would request the Council’s indulgence in suspending the Agenda at this time. He indicated <br />he had requested the Police Chief be present, to address the Council with regard to some of the <br />events that occurred to a young individual from Mounds View, and to share the information that <br />has come forward regarding the tragic accident. <br /> <br />Police Chief, William Clark stated a very unfortunate set of circumstances occurred on Friday, <br />and in judging by the crowd, this incident has affected a number of people personally, and has <br />affected the members of the Police Department personally as well. He stated it was very tragic <br />whenever there is an incident such as this, which involves youth, because youth is our promise of <br />tomorrow. He added that Police Officers are affected by it tremendously. <br /> <br />Police Chief Clark stated the Minnesota State Police are conducting the accident investigation, <br />and they have not fully completed their report at this time. He indicated they have advised him <br />that at some point in the near future, most likely early next week, they would be able to sit down <br />with the Mounds View Police Department and inform them regarding what they have learned. <br />He stated this was a very tragic pedestrian accident, and their hearts go out to the family of the <br />young man, as well as his friends, acquaintances, and schoolmates. <br /> <br />Police Chief Clark stated the community never wishes to gather under such circumstances. He <br />indicated they have spent the morning discussing what could be done to prevent any future <br />occurrences of this nature, including a study of the road itself. He explained that Highway 10 <br />was originally designed to go through the City before the new US 10 was opened, and it was <br />designed to be a “vehicle friendly” roadway, rather than “pedestrian friendly.” He indicated it is a <br />very wide road, which is still utilized as a cut-through, which extends from one end of the City at <br />the large corridors, all the way into Coon Rapids. <br /> <br />Police Chief Clark explained that the roadway is still not pedestrian friendly, and the discussion <br />that date pertained to how this might be accomplished. He indicated he and Mayor Coughlin had <br />discussed a corridor study as a possible means to achieve this objective, adding that this would <br />not be an easy task, and may require some time.
