December 29, 1999 <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Chuck Whiting, City Administrator <br />Re: January 3, 2000 City Council Business Meeting and Work Session <br /> <br /> <br />I hope everyone had a good holiday break the past couple of weeks. Generally speaking <br />things have been quiet at City Hall as several people have taken some time off. However, <br />the new year is upon us and we are looking to get it off to a good start. Here’s what’s on <br />the agenda for Monday: <br /> <br />City Council Business Meeting: The first meeting of the year requires the Council to <br />make several selections, appointments and designations. Givonna’s report outlines those <br />decisions. The Council is free to change any of them at the meeting from what is <br />presented. <br /> <br />City Council Work Session: <br /> <br />Item 1 – City’s Risk Management Program: Mike will review <br /> <br />Item 2 – Survey for County CDBG/HOME Funds: Jim Ericson’s report covers this item. <br />Staff drafted responses to the survey for the Council to consider or make changes to as it <br />sees fit. <br /> <br />Item 3 – All City Board City Council Appreciation Dinner Meeting: As a follow up to <br />the retreat earlier this month, I talked with Sharie Linke and set up the evening of March <br />2 as the date for the appreciation dinner at the Community Center. I have run this date <br />past staff members that staff boards and do not expect any conflicts. I will notify the <br />Charter Commission as well. I would suggest a short agenda be prepared for the meeting <br />for remarks and some short reporting from all groups concerned. As I recall the guest list <br />would include spouses, appropriate staff, and the recently outgoing board members. <br /> <br />Item 4 – Review of Council Members’ Internet Access, and Setting a Laptop Use <br />Meeting: We are very close now to having all Council members set up with laptops. <br />Some training would be appropriate to make sure the basics are easy to follow. If the <br />Council can agree to a date for that I will make sure we have the appropriate staff present <br />and will likely facilitate using the overhead in the chambers. Also, the question of <br />Internet access and how to pay for this is something that has not been addressed. It <br />would seem appropriate that the City should pay for this if it is to be a condition of use. <br />It would certainly make work easier if the entire Council could be connected. <br />Recognizing that once connected not all work online may necessarily be City related, the <br />mechanics for this could be discussed. For instance, the lowest access rate we have heard <br />of is the $7.95 a month rate Lynne has found. Perhaps Council members could be <br />reimbursed for this amount on a monthly basis, and anyone wanting to do more for their
