February 24, 2000 <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Chuck Whiting, City Administrator <br />Re: February 28, 2000 City Council Meeting <br /> <br /> <br />Here's what we have on the agenda for Monday: <br /> <br />7C. Consent Agenda - Approve Monday March 20, 2000 at 5 p.m. Meeting Date for <br />Council/Staff Retreat: This item under consent sets a retreat for the third Monday in <br />March. If the Council needs some discussion on this it should then be taken off the <br />Consent Agenda. <br /> <br />10A. Resolution Accepting Updated Comprehensive Plan Recommended by the <br />Planning Commission and Authorizing its Submittal to the Metropolitan Council - <br />Rick Jopke, Community Development Director: Rick's memo and presentation will <br />cover this item. <br /> <br />10B. Consideration of Charter Commission Resolutions to Amend Certain Sections <br />of the City Charter - Bob Long, City Attorney: Bob Long will review the Charter <br />Commission proposed amendments to the Charter. There are a couple of minor changes <br />that can review with the Council on Monday. Procedurally, the Council may choose to <br />act on these in a first reading and set a public hearing for a later date for a second reading. <br />Rather than set that all up here, the discussion Monday night and the Council's <br />preferences can dictate the following action. <br /> <br />10C. Consideration of Resolution 5416, a Resolution Directing and Authorizing <br />Staff to Initiate a Rezoning Action of Bridges Golf Course Properties - Jim Ericson: <br />Staff and the attorney have been reviewing the billboard sign process for the golf course <br />and suggest consideration be given to changing the zoning classification of the golf <br />course. Much of the course is zoned "CRP", Conservancy, Recreation and Preservation. <br />The Council may recall having discussed the relevancy of that designation some time <br />ago, but it doesn't seem to really fit with the course, and now more so with the signs. It is <br />also possible this designation could raise questions for the City when applying to state <br />agencies for sign permitting. For whatever reason, we did not pursue amending this <br />when it last came up, but the Council may want to have staff pursue it now to ensure the <br />land use and the zoning better correspond. The resolution drafted authorizes this to <br />happen. <br /> <br />10D. Resignation of City Administrator - Chuck Whiting, City Administrator: As I <br />mentioned at the last meeting, my approval to work for St. Croix County, Wisconsin did <br />happen the next day. Therefore, I submitted my resignation dated February 17, 2000 <br />effective for March 27, 2000, which will take me to the last March Council meeting. I <br />certainly have appreciated the opportunity to work for you and the residents of Mounds
