View during my tenure here, and of course with the good group of employees here. The <br />Council may want to discuss how it wishes to proceed in the interim. First, the City has <br />used a consultant in the past to process the applications and screen candidates. <br />Individually Council members have indicated an interest in doing the same again, and <br />you may want to officially confirm that Monday evening. There are a couple of ways to <br />proceed with this, either contact the past consultant and work at his yet to be offered <br />price, or bid the service out. I do not think the City should receive an explicit offer from <br />the past consultant until it has expressed its willingness to utilize him directly, otherwise <br />a potential bidding situation could develop that may not be to his advantage. Just for <br />clarification, this is my opinion not his, but I recognize a possible problem to avoid. <br />Second, the cost of this will be of interest I am sure. I believe the police chief position <br />and the city administrator position ran between $12,000 and $15,000. Typically this can <br />come from the wages saved during the interim. Lastly, the Council should determine an <br />interim administrator with compensation based on past practice. <br /> <br />10E. Review of Airport Legislation Status - Bob Long, City Attorney: Bob and the <br />Mayor attended recent House and Senate committee hearings on the airport where they <br />were happy to report our bill passed, although just barely in the Senate committee. The <br />Council needs to review the status of this and consider expending additional funds to now <br />carry the fight to both floors. As with last year, additional lobbying assistance appears <br />likely. To date, the City has spent about $18,000 of the 2000 budget designated for legal <br />costs associated with the airport, either for legislative efforts or litigation. While only <br />$15,000 was budgeted for the year, additional funds could be allocated from Contingency <br />or simply the General Fund reserve balance. Council will recall last year allocating an <br />additional $15,000 for lobbying at this point to a specific lobbyist, in additional to the <br />Kennedy and Graven team. This is being looked at again, with an additional $15,000 for <br />the Kennedy and Graven effort. An additional lobbyist may also be advantageous that <br />helped in the Senate committee fight. Last year, staff was authorized to monitor the <br />effort and associated costs during periods between Council meetings and make judgments <br />accordingly. While these specific costs were not budgeted for, it is important for the <br />Council to consider where it is in the process and whether this can be accomplished. It is <br />closer than it was last year but is by no means a sure thing. Review and discussion <br />Monday will help in focusing on the endgame of the issue. <br /> <br /> <br />EDA Meeting <br /> <br />5A.
