Mounds View is located in northern Ramsey County, approximately eight miles north of the <br />City of St. Paul. The City encompasses an area of approximately 4.25 square miles. Scope of Services <br /> <br />The City of Mounds View is requesting proposals from qualified consultants to perform the <br />following tasks related to the City of Mounds View CSAH 10 Corridor: <br /> <br />Task 1: Review the City of Mounds View Comprehensive Plan and previous research <br />and reports conducted regarding the CSAH 10 Corridor. <br /> <br />Task 2: Prepare a plan for involvement of community members, land and business <br />owners, and public agencies potentially affected by the proposed project. <br /> <br />Task 3: Prepare and implement a plan for involving other City Commissions and <br />Committees such as the Economic Development Commission, Planning <br />Commission, and Park and Recreation Commission. <br /> <br />Task 4: Develop and recommend a transportation and safety coordination plan <br />addressing unmet needs and identifying potential improvements. <br /> <br />Task 5: Develop and recommend an urban design/corridor enhancement plan. <br /> <br />• Identify the constraints and opportunities presented by the existing <br />condition and appearance of the CSAH 10 Corridor. <br /> <br />• Develop recommendations for land use, property improvements, and <br />urban design for the CSAH 10 Corridor. <br /> <br />Task 6: Develop and recommend a plan designed to encourage economic <br />development along the CSAH 10 Corridor. <br /> <br />• Identify strategic parcels for economic development along the CSAH 10 <br />Corridor. <br />• Recommend a strategic plan for the economic development of the CSAH <br />10 Corridor including potential land use patterns, retention, marketing, <br />and business recruitment strategies.
