Item No. 6 <br />Staff Report No. <br />Meeting Date: September 5, 2000 <br />Type of Business: <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Michael Ulrich, Director of Public Works <br />Item Title/Subject: Discussion of Greenfield Park Ponding Project <br />Date of Report: August 29, 2018 <br /> <br />Staff and Council received a document of events pertaining to the proposed Greenfield Park <br />Ponding Project from a resident at the last City Council meeting. Staff was directed to respond to <br />the statements in the document. The responses will be specific to the statements or questions <br />when applicable or general when appropriate. <br /> <br />• An informational meeting was held at a City Council work session in which Rice <br />Creek Watershed District (RCWD) presented the proposed project. Other than the <br />standard Council agenda, no formal notice to the residents was given at this time. <br /> <br />• There has been no Public Hearings held by the City of Mounds View on this <br />project. When hearings are scheduled, mailings of the notice will be sent to the <br />residents. <br /> <br />• Golf Course manager John Hammerschmidt has been the main City contact <br />person with RCWD as he was conducting wetland surveys at the golf course and <br />adjacent areas for possible golf course expansion and residential development. <br />Mr. Hammerschmidt named the project himself as a trail system improvement, <br />obviously implying the possible extension and improvement of the existing trail <br />way. RCWD has named the project for the hydrological impact it would have on <br />Rice Creek. Staff has referred to the project by the park name, which is Greenfield <br />Park. I believe the currently the Greenfield Park Ponding Project is more accurate <br />for the residents and staff concerned in this matter. <br /> <br />• Other than the information presented by Mr. Hammerschmidt and RCWD, the <br />City does not have any final or firm plans to provide the residents. The RCWD is <br />currently working on a feasibility study and preliminary plan, which should be <br />completed in approximately two (2) months. <br /> <br />• The City had not designated a spokesperson for the residents in this proposed <br />project other than a person on the Park and Rec Comm. and the Mayor and City <br />Council as the residents elected officials. <br /> <br />
