Item No. 4
Staff Report No.
Meeting Date: 09/05/00
Type of Business: WK
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Mayor and City Council Members
From: Rick Jopke, Community Development Director
Item Title/Subject: Highway 10 Study Update
Date of Report: August 29, 2018

BACKGROUND

At the August 14, 2000 meeting the City Council approved a Highway 10 Study Phase 2 Work Plan
and authorized the expenditure of up to $9,075 to Springsted to complete the study. Subsequent to
that meeting I have been I contact with the Ramsey County Traffic Engineer and with Springsted to
refine and move ahead on Phase 2 of the Highway 10 Study. Dan Soler, the Ramsey County Traffic
Engineer, has indicated that Highway 10 is now officially under county jurisdiction. The county is
now collecting data on various aspects of the road including traffic signal timing and traffic speed to
determine possible improvements. The county also indicated that they are committed to working with
the City to investigate changes that will improve both vehicular and traffic safety along Highway 10.
A copy of a letter from Mr. Soler has been placed in your in-boxes.

I have met with Springsted and we have put together a further refined work plan that is attached for
your review. A representative from Springsted will be present at the September 5th work session to
review the materials with the City Council.

RECOMMENDATION

It is recommended that the City Council review the attached materials and provide comments to staff
at the work session. If the Council is comfortable with the work plan staff will continue to work on
the various action items.

______________________________________
Rick Jopke, Community Development Directo
