As you are aware we need to consider the plan flexible <br />in nature given the number of players and interested parties involved and our dependence on them for information <br />and input into the process. <br />One initial and important step now that Highway 10 has been turned over from the State of Minnesota to Ramsey <br />County, is for the City Council to begin immediate communication with the County, seeking the County’s <br />cooperation in addressing the following short-term safety issues recommended in the Highway 10 Steering <br />Committee Report: <br /> Reducing the 50 mph speed limit to 40-45 mph <br /> More speed limit signs <br /> Increasing signal walk time <br /> Increasing crosswalk signage and identification <br />It is my understanding that before taking action on the above items the County has an information and data collection <br />process that is required and the longer the Council waits to request official action the greater the time for official <br />County consideration. It is also not too soon for the City to enter into discussion with the County about funding the <br />above actions that have a potential cost requirement. It is our experience that City participation in funding <br />improvements to the County roads is not unusual, especially, when such improvements have a specific advantage to <br />the City. <br />It is also not too early to discuss with Ramsey County the possibility of the County reserving turn-back funds to help <br />finance eventual corridor design plan implementation. <br />Please call if you have questions pertaining to the general work plan or the recommendations I am making regarding <br />the importance of requesting county consideration of the short-term safety recommendations. <br /> <br />kli <br />85 E.
