City of Mounds View Staff Report <br />August 29, 2018 <br />Page 2 <br /> <br />• Trail development and utilization <br />• Plantings as buffers <br />• Gateway concepts <br />• Enhancing Economic Growth and Development <br />• Determine life expectancy of the road <br />• Assure compatibility with Ramsey County roadway standards <br />• Provide a more community-oriented boulevard appearance <br /> Identify variety of tentative funding alternatives available to finance County Highway 10 improvements <br /> Continue to work with and incorporate I35W Corridor Coalition livable community roadway principles as <br />they are developed. <br /> <br /> <br />Intermediate Term (2-5 years) <br /> Determine plan and budget for increased street lighting (identify funding sources) <br /> Continue ongoing communication with interested parties <br /> City Council consideration and implementation of County Highway 10 Design Plan <br />• Develop a finance plan that will identify alternative funding sources and describe how these <br />sources could be utilized for the Design Plan <br />• Recommend combination of funding sources most efficient and cost effective for the City. <br /> Prepare for City Council consideration a County Highway 10 Finance Plan based on final design features <br />approved by the Council which: <br />• Identifies the capital action items to be completed, estimated cost, funding source and timeline for <br />implementation <br />• Identify operating requirements related to capital improvements <br />• If debt issuance is one of the financing alternatives to be considered provide basic debt schedules <br />and tax impact analysis <br /> <br /> <br />Long-Term (5-15 years) <br /> Continue communication with interested parties <br /> Implement Design Plan including: <br />• Finance plans <br />• Operational budget planning <br />• Economic Development action items <br /> Reconstruct County Highway 10 as a more community-oriented boulevard as per the Design Plan. <br /> <br />The next step is to encourage the City Council to proceed with contracting Ramsey County pertaining to the short- <br />term action items. We should talk again to get final agreement on this general work plan. It delays some of <br />Springsted’s work until the actual Design Plan is ready for presentation to the Council but maintains the integrity of <br />what was approved by the Council at their meeting of August 14. <br />
