<br /> <br />City of Mounds View, Minnesota <br />Development of County Highway 10 <br />Work Plan August 2000 <br /> <br /> <br />To be consistent with the Highway 10 Steering Committee Report we will approach action items in the: <br />− Short Term (< 2 years) <br />− Intermediate Term (2-5 years) <br />− Long Term (5-15 years) <br /> <br />Action items I am tentatively identifying under these three scenarios are: <br /> <br /> <br />Short Term (< 2 years) <br /> Request immediate Ramsey County consideration of the following short-term issues: <br />• Reducing the County Highway 10 speed limit to 40-45 mph <br />• Adding more speed limit signs <br />• Increasing signal walk-time <br />• Increasing crosswalk signage and identification <br /> Improve crosswalk visibility <br /> Increase speed enforcement <br /> Identify capital and operational costs of short and intermediate term items <br /> Determine legal process and community/business implications of renaming the road <br /> Establish on-going communications with residents, business, Ramsey and Anoka Counties, neighboring <br />cities, the I-35W Corridor Coalition, state legislators, Met Council Representatives, and Rice Creek <br />Watershed District. <br /> Request that Ramsey County reserve turn-back funds to help finance corridor design plan implementation <br /> Allocate funds to employ a Design Engineer to develop a specific County Highway 10 Improvement Plan to <br />guide the future reconstruction of County Highway 10 and make necessary staff available to manage the <br />project <br /> Work with the Highway 10 Steering Committee to define the parameters of an official Request For Proposal <br />to ask for competitive bids to hire a design consultant to develop and recommend a specific County <br />Highway 10 reconstruction plan that would address action item concerns such as: <br />• Safer access to business <br />• Center median development <br />• Pedestrian bridge or tunnel development
