Planning Case MU2017-001
August 2, 2017
Page 7

Landscape plant materials 16:
Required Proposed
Deciduous shade trees 13 32
Coniferous trees 13 25
Understory shrubs 83 94
Ornamental trees 13 13

Staff recommends that additional landscaping (shrubs and
perennials) be installed between the building and the trail.

Lighting Exterior lighting is required to have shielded fixtures to
reduce glare, with a maximum 1.0 foot-candle (fc) measured
from the center line of a public street and 0.4 fc measured
from residential property lines.17

The photometric plan (p. E101) includes foot-candle (fc)
measurements at the property line (not centerline of street).
Light glare exceeds these standards at two points:

1. 0.5 fc at the common property line of 8020 Groveland Rd.
The lighting source is: (1) parking lot light pole, 87’ away,
and (2) light bollard 67’ away. Light trespass should be
significantly reduced by the proposed 6’ privacy fence.

2. 0.6 fc at the common property line of 2925 Mounds View
Blvd. The lighting source is a light next to an exterior
door.

The photometric plan may be approved as-is, or the
Planning Commission/City Council may require it to comply
with lighting maximums.

Setbacks Within the County Road 10 Corridor Overlay zoning district,
buildings and parking lots “should be” setback 5’ from the
Mounds View Blvd. property line.18

The building has a varying setback of 7’ – 9’ from the front
property line, about 13’ – 16’ from the trail, and about 56’ –
59’ from the road pavement.

16 Mounds View Municipal Code, Section 1127.05, Subd 3 (Number of plant materials required)
17 Mounds View Municipal Code, Section 1103.09 (Glare)
18 Mounds View Municipal Code, Section 1129.05, Subd 3 (Building and Parking Setback Requirements)
