E101) includes foot-candle (fc) <br />measurements at the property line (not centerline of street). <br />Light glare exceeds these standards at two points: <br /> <br />1. 0.5 fc at the common property line of 8020 Groveland Rd. <br />The lighting source is: (1) parking lot light pole, 87’ away, <br />and (2) light bollard 67’ away. Light trespass should be <br />significantly reduced by the proposed 6’ privacy fence. <br /> <br />2. 0.6 fc at the common property line of 2925 Mounds View <br />Blvd. The lighting source is a light next to an exterior <br />door. <br /> <br />The photometric plan may be approved as-is, or the <br />Planning Commission/City Council may require it to comply <br />with lighting maximums. <br /> <br />Setbacks Within the County Road 10 Corridor Overlay zoning district, <br />buildings and parking lots “should be” setback 5’ from the <br />Mounds View Blvd. property line.17 <br /> <br />The building has a varying setback of 7’ – 9’ from the front <br />property line, about 13’ – 16’ from the trail, and about 56’ – <br />59’ from the road pavement. <br /> <br />Exterior Materials Within the County Road 10 Corridor Overlay zoning district, <br />exterior building finishes shall consist of a minimum of 50% <br />brick, natural stone or cultured stone, glass, masonry stucco, <br />or other materials approved by the City. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />16 Mounds View Municipal Code, Section 1103.09 (Glare) <br />17 Mounds View Municipal Code, Section 1129.05, Subd 3 (Building and Parking Setback Requirements)
