Air conditioner units will be integrated into the exterior walls, and flush with the walls. Trash Disposal Dumpsters are required to be screened from view from Mounds View Blvd. The dumpsters will be kept within the parking garage and rolled out to a collection area outside the garage entrance on collection days. Construction Timetable Pending financial assistance from the Minnesota Housing Finance Agency (fall, 2017), construction will be completed in spring, 2019. Summary MWF Properties is requesting approval of a Development Review for a 60-unit apartment building to be located at the northwest corner of Mounds View Blvd. and Groveland Rd. MWF Properties has applied for financial assistance (Low Income Housing Tax Credits) from the Minnesota Housing Finance Agency (MHFA). This is a competitive program. MHFA awards will be announced in October, 2017. If an award is not received, it is anticipated that MWF Properties will request an extension to the approvals (CUP, Preliminary Plat, and Development Review), and then reapply to MHFA in 2018. The Planning Commission considered this application at their July 19th meeting, tabling it to invite Ramsey County staff to attend the August 2nd Commission meeting to discuss access and traffic concerns. Because there was no quorum at the August 2nd meeting, Ramsey County Staff will attend the August 14th City Council meeting for discussion. Staff Recommendation Staff recommends approval of Resolution 1076-17, recommending approval of the Development Review.
