Eleven residents attended. <br /> <br />Additional discussions were held at City Council Work Sessions on January 3rd, March <br />6th, and April 3rd, 2017, in addition to discussions by the Mounds View EDA on May 8th <br />and May 22nd, 2017, concerning Tax Increment Financing. <br /> <br />During the City Council’s May 8th Public Hearings (Zoning Map Amendment and CUP), <br />several residents expressed concern about (1) additional traffic onto Groveland Rd to <br />be generated by the project, and (2) if additional affordable housing in Mounds View is <br />in the City’s best interest. <br /> <br />During the City Council’s July 24th Public Hearing, four residents expressed concern <br />about (1) additional traffic onto Groveland Rd to be generated by the project, (2) if the <br />schools have capacity for additional students receiving free & reduced lunch, and (3) if <br />the workforce housing project will attract crime. <br /> <br />During the Planning Commission’s August 2nd meeting, there was not a quorum <br />present. <br /> <br />Described below is an attempt by Staff to address questions asked during various public <br />meetings: <br /> <br />Q1: Why is the apartments’ driveway on Groveland Rd instead of Mounds View Blvd? <br />A1: A sketch plan with a driveway in the SW corner of the property, accessing <br />Mounds View Blvd was submitted to Ramsey County, and denied. “If access can <br />be obtained from an adjacent street, rather than from a County Road or County <br />State Aid Highway, access should be directed to the minor street” [i.e. Groveland <br />Rd].2 <br /> <br /> <br />2 Ramsey County Department of Public Works Access Management Policies, 2017, p5.
