Planning Case MU2017-001 <br />August 16, 2017 <br />Page 3 <br /> <br />Q2: How much traffic will the apartments add onto Groveland Rd? <br />A2: As a condition of approval of MWF’s Conditional Use Permit (CUP) for a Multiple <br />Family Dwelling, (Res 8751), a Traffic Study was required. MWF commissioned <br />a study through Wenck Associations (attached). <br /> <br />During peak hours, the apartments are forecasted to generate (see Figure 4 in <br />traffic study): <br /> <br />7:30 – 8:30 AM: 4 trips north on Groveland 21 trips south on Groveland <br />4:30 – 5:30 PM: 2 trips north on Groveland 11 trips south on Groveland <br /> <br />Q3: Can Mounds View Blvd handle the additional traffic? <br />A3: Yes. Traffic capacity is measured as Level of Service (LOS), A, B, C, D, E, & F. <br />LOS A = free flowing. LOS F = stop & go. An LOS of D or E is considered <br />acceptable3. Mounds View Blvd currently has an LOS of D during the AM peak <br />hour, and an LOS E during the PM peak hour. <br /> <br />Q4: How will the Mounds View Blvd & Groveland Rd intersection be affected? <br />A4: Based on discussions at the July 19th Planning Commission meeting, one issue <br />is the number of vehicles in the Mounds View Blvd median waiting to turn left <br />onto Mounds View Blvd, how that interferes with cross moving traffic, and the <br />difficulty of seeing oncoming traffic because of the angle of Mounds View Blvd. <br />The traffic study does not address driver behavior through this intersection. <br /> <br />Closing the median crossover would improve safety at this intersection, but <br />would also transfer traffic to other intersections (Red Oak Dr and Spring Lake <br />Rd). A more extensive corridor traffic study would be needed. <br /> <br />Q5: Can a traffic signal be installed? <br />A5: No. According to Ramsey County, a traffic signal is not warranted. A more <br />extensive corridor traffic study would be needed. <br /> <br />Q6: How many accidents have occurred at this intersection (Mounds View Blvd & <br />Groveland Rd)? <br />A6: According to MnDOT, there were 23 vehicle accidents between 2011 and 2015. <br />Of these, nine were right-angle accidents, and ten were “other”. The report does <br />not detail the circumstance of each accident. <br /> <br />By comparison, the Mounds View Blvd & Spring Lake Rd intersection had 20 <br />accidents over this same period, including 14 right-angle accidents. <br /> <br />3 Institute of Transportation Engineers (1999).
