Item No: ___5A <br /> Meeting Date: November 16, 2016 <br />Type of Business: Planning Case MU2016-003 <br /> <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Jon Sevald, Planner <br />Item Title/Subject: - Resolution 1060-16, consider a recommendation <br />of approval of a Development Review of the Public <br />Works Facility expansion, for property at 2466 <br />Bronson Dr. <br />- Public Hearing to consider Resolution 1061-16, <br />approval of a Variance to reduce the front yard <br />setback for a parking lot; <br />- Resolution 1062-16, consider a recommendation <br />for approval of a Conditional Use Permit for Open <br />and Outdoor Storage as an Accessory Use; <br />- Resolution 1063-16, consider a recommendation <br />for approval of a Conditional Use Permit for the <br />Storage of Flammable Liquids over 800 gallons <br />Above Ground. <br /> <br /> <br />Introduction <br />The City will be replacing its Public Works Facility in 2017 at the location of the current <br />facility at 2466 Bronson Dr. A Development Review is required of the Site Plan (e.g. <br />parking, landscaping, lighting, etc.). The proposed facility will require a Variance to <br />reduce the front yard setback for a parking lot; a Conditional Use Permit for outside <br />storage; and a Conditional Use Permit for above ground fuel tanks. <br /> <br />The existing use of outside storage and above ground fuel tanks are non-conforming <br />uses, thus, any expansion requires that they conform to current regulations. <br /> <br /> <br />Discussion <br />The Public Works Facility is located along Bronson Dr. on the north side of City Hall <br />Park. The maintenance building was constructed in the mid-1960’s, and an addition <br />built in 1987. Originally used by the Police Department, Public Works moved in when <br />the current City Hall and Police Department were built. The existing Public Works <br />facility includes a number of buildings. Only the Maintenance building (12,256 sq ft <br />existing), Cold Storage / Salt Storage building (4,800 sq ft existing) will be replaced. <br />The new Maintenance Building will be 34,773 sq ft, and the Salt Storage Shed will be <br />1,600 sq ft. The new facility will be constructed in phases, allowing continued operation <br />of the existing facility during construction. <br /> <br />
