<br />Development Review for BioLife <br />July 16, 2014 <br />Page 2 <br /> <br /> <br />Access & Fire Prevention <br />The site plan shows a right in/right out-only access on County Road 10 which will need <br />approval from Ramsey County. There is also a driveway leading through Multi-Tech’s <br />parking lot and out to Woodale Drive, along with a driveway leading north to County Road <br />H2. There will be easements on the plat for the shared driveways. <br /> <br />The parking lot and driveway surround the building and there are three access drives to the <br />site which will satisfy fire department access requirements. <br /> <br />Setbacks <br />Building setback requirements for this property are as follows: front: 30 feet, side: 10 feet, <br />rear: 20 feet, front parking area: 30 feet, side and rear parking area/driveway: 5 feet. The <br />site plan shows that all required setbacks would be met. <br /> <br />Grading and Drainage <br />The applicant’s engineer has submitted an application to Rice Creek Watershed District for <br />this new construction. The City’s Public Works department and engineer consultant, <br />Stantec, are also reviewing the grading and drainage plans. When the property to the east <br />of this site, Multi-Tech, was developed In 1988, a storm water pond was built and was <br />designed large enough for full build-out on both Multi-Tech’s property and the subject vacant <br />land. The stormwater from this development will go into this pond. At this time, the <br />engineers are waiting for comments from Rice Creek Watershed District. There are no <br />wetlands on this land. <br /> <br />Utilities: <br />All utilities on the site would need to be installed underground, per Section 1203.10. Water <br />and sanitary sewer lines are already present on the north and east sides of the site. The <br />utilities to the building would be installed and paid for by the developer. <br /> <br />Landscaping <br />The vacant land is currently somewhat wooded, but it appears to be mostly trees with little <br />value except for one tree in front along County Road 10 that the plan indicates will be saved. <br /> A landscaping plan was submitted and staff will review for compliance with Chapter 1127, <br />Tree & Landscaping Requirements. <br /> <br />Signage <br />According to Chapter 1008 of the City Code, this development is permitted to have up to 200 <br />square feet of ground signage and 100 square feet of wall signage. Staff will review all <br />signage permits to ensure consistency with the City Code relating to signage. <br /> <br />Snow Storage <br />There are areas on the site in which snow may be plowed and piled in the winter. If the <br />plowed snow reduces parking on the site or detracts from the general appearance of the site, <br />the property owner will be responsible for off-site snow removal.
