ounds View City Council Page Ten <br />~egular Meeting August 24, 1992 <br />Charlie Hall thanked the Council for listening. Mr. Hall stated that the <br />businesses are willing to pay their fair share. Mr. Hall encouraged to set <br />a cap on the franchise fee for businesses so that such a large percentage <br />isn't taken from such a small group. <br />Dave Schwarz, NSP, stated that the franchise fee is a direct tax to <br />consumers. NSP does pay personal property tax in Mounds View and real <br />estate taxes that are at the same mill as any other commercial property. <br />Some of this the County gets through fiscal disparities, part goes to the <br />school district and then to the City. NSP is in opposition to the franchise <br />fees, but it is not NSP's position to intervene. <br />Mayor Linke stated that he has been very pleased with Northern States Power <br />and how they have dealt with the City. <br />Bill Frits asked how much is paid per month for the streetlights in Mounds <br />View. The amount was $48,000 per year. <br />Mayor Linke closed the public hearing at 8:02 p.m. <br />MOTION/SECOND: Quick/Wuori to Approve an Ordinance No. 519 <br />Implementing a Franchise Fee on Gas and Electric Utilities <br />VOTE: 4 ayes 1 nays Motion Carried <br />Mayor Linke opened the public hearing for the LAWCON Grant Application at <br />8:05 p.m. Mary Saarion, Director of Parks, Recreation and Forestry reviewed <br />this grant which requests $12,500 of matching federal funds for the paving <br />of Silver View Park. The City's match is already budgeted for in the <br />Capital Fund for 1993. This grant would give the City the opportunity to <br />pave the north side of the trail as specified in the Silver View Park <br />Improvement Plan. This trail would then be accessible to those with <br />disabilities and would allow multi-use of the trail. <br />Mayor Linke closed the public hearing at 8:07 p.m. <br />MOTION/SECOND: Blanchard/Rickaby to adopt Resolution No. <br />4273 Resolution of Application for LAWCON Grant <br />VOTE: 5 ayes 0 nays Motion Carried <br />CONSENT AGENDA <br />Mayor Linke introduced the Consent Agenda. Samantha Orduno, City <br />Administrator, read the Consent Agenda. <br />Mayor Linke removed Item C. from the Consent Agenda. <br />MOTION/SECOND: Wuori/Quick to approve the Consent Agenda <br />minus Item C. <br />
