Item No: 6B <br />Meeting Date: November 3, 2010 <br />Type of Business: Planning Activity <br /> <br />City of Mounds View Staff Report <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Ken Roberts, Community Development Director <br /> Heidi Heller, Planning Associate <br />Item Title/Subject: Housing Action Plan Update <br /> <br /> <br />Introduction: <br />Mounds View has been a participant in the Livable Communities Program (LCA) of the <br />Metropolitan Council since 1996. As part of that program, the City adopted a Housing <br />Action Plan. This plan is to help guide City actions and policies about housing – especially <br />those for housing for low and moderate-income persons in Mounds View. The Metropolitan <br />Council is now requiring Mounds View to update its Housing Action Plan. <br /> <br />Background: <br />On July 13, 2009, the Mounds View City Council held a public hearing to present the revised <br />Comprehensive Plan to the residents of the community, accepted the revised <br />Comprehensive Plan and authorized staff to submit the revised Comprehensive Plan to the <br />Metropolitan Council. This plan update included extensive revisions and additions to the <br />Comprehensive Plan, including the Housing Chapter. <br /> <br />On December 9, 2009, the Metropolitan Council approved the City’s revised Comprehensive <br />Plan. <br /> <br />On February 8, 2010, the City Council adopted Resolution 7571. This resolution gave final <br />approval to the City’s 2008 Comprehensive Plan update and directed City staff to make <br />copies of the Plan available for public viewing at Mounds View City Hall and at the Mounds <br />View branch of the Ramsey County Public Library. <br /> <br />On August 23, 2010, the City Council adopted Resolution 7654. This resolution approved <br />the City’s continued participation in the Local Housing Incentives Account program under the <br />Livable Communities Act for the years 2011-2020. This resolution included a range of <br />affordable housing units (53-81) and life-cycle housing units (80-200) the City expects that <br />will develop in Mounds View by the year 2020. The resolution also noted that the City would <br />be preparing a plan that identifies the actions the City would take to meet these housing <br />goals. <br /> <br />Discussion: <br />Since the City Council approved Resolution 7654 in August, staff has been working with the <br />Metropolitan Council on preparing an updated Housing Action Plan for Mounds View. This <br />plan is to identify housing goals for the city for the next 10 years (though 2020) and would <br />allow the City to apply to the Metropolitan Council for LCA grants. In general, the <br />
