Housing Action Plan Staff Report <br />November 3, 2010 <br />Page 2 <br /> <br /> <br />Housing Action Plan is to be a reflection of Mounds View’s own housing goals. As such, <br />the City can and should take much of the information for the updated Housing Action Plan <br />from the Housing Chapter of the 2008 Comprehensive Plan update. <br /> <br />The Housing Action Plan, according the Met Council, is to have several elements. An <br />important overall goal of the housing action plan is to help facilitate more affordable and <br />life-cycle housing in Mounds View. In addition, the Housing Action Plan should include: <br /> <br />1. The implementation efforts the City will be using and a general timeframe the <br />City expects to follow to put the actions the City outlines in the plan inplace. <br />2. Any new construction or housing rehabilitation efforts and programs to expand <br />the stock of affordable rental housing in the City. <br />3. A listing of the available programs and activities to address housing <br />maintenance, rehabilitation, and redevelopment in Mounds View. <br />4. A listing of the City’s short and long term expectations and intentions about the <br />use of fiscal tools to assist development or redevelopment that would create <br />affordable and life-cycle housing. <br />5. A pledge to examine and evaluate the impact the City’s local controls (including <br />zoning and subdivision regulations, design requirements and the City approval <br />process) on the cost of residential development and redevelopment. <br />6. What authority the City has for operating housing programs and the activities of <br />the organizations or entities that administer the programs. <br /> <br />City staff has prepared the attached Housing Action Plan based on the Housing Chapter of <br />the Comprehensive Plan and on the requirements of the Metropolitan Council. The City <br />Council will be reviewing the proposed Housing Plan Update during their Work Session on <br />November 1. After the Planning Commission makes a recommendation about the <br />proposed Housing Action Plan, City staff will submit the plan to the City Council for final <br />approval. The City must submit the Housing Action Plan to the Metropolitan Council (after <br />City Council approval) by December 1, 2010. <br /> <br />Recommendation: <br /> <br />Staff requests that the Planning Commission make a recommendation to the City Council <br />about the proposed Mounds View Housing Action Plan. <br /> <br /> <br />Respectfully submitted, <br /> Heidi Heller <br />Planning Associate <br /> <br /> <br />Attachment - Draft Housing Action Plan
