MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 900 - 09 CITY OF MOUNDS VIEW RAMSEY COUNTY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF AN AMENDMENT TO CHAPTER 1106 OF THE MOUNDS VIEW CITY CODE ABOUT CONDITIONAL USE PERMITS FOR DYNAMIC DISPLAY SIGNS WHEREAS, the City Council adopted Ordinance 816 on January 12, 2009 that amended and updated Chapter 1008 of the City Code about the installation, creation, construction, replacement, modification or improvement of static or changing electronic, digital, video, display signs or billboards and flashing motion, animated, changeable copy and illuminated signs in all zoning districts; and, WHEREAS, this ordinance amendment included a section that requires City approval of a conditional use permit for dynamic display signs at schools, churches, places of worship or other institutional land uses; and WHEREAS, the City needs to update its regulations about conditional use permits to have all sections of the Code consistent and to better accommodate dynamic display signs and other sign needs of the City; and WHEREAS, City staff, working in consultation with the City Attorney, has prepared a section that the City should add to Chapter 1106.04 of the City Code to allow dynamic display signs in certain locations in Mounds View by conditional use permit to read as follows: Subd. 8. Dynamic Display Signs subject to the standards in Chapter 1008. 101 Subd. 9 of the City Code. WHEREAS, the Mounds View Planning Commission concurs that the proposed amendment to the City Code are warranted and justified. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission, in light of its review of the studies, finds that there is sufficient cause to have the City carefully allow and regulate dynamic display signs and billboards in the City of Mounds View. As such, they recommend City approval of an amendment to Chapter 1106 of the Mounds View City Code about conditional use permits to better accommodate dynamic display signs in the City as outlined herein. BE IT FINALLY RESOLVED that the Mounds View Planning Commission directs staff to forward this resolution to the City Council before approval of the minutes.
