He recited the <br />proposed amendment. <br /> <br />Commissioner Walsh-Kaczmarek stated this is establishing a city code not just for one <br />development. <br /> <br />Commissioner Meehlhause suggested having number 5 read as follows: <br />(5) The parking recommendations are as follows, unless the City Council determines <br />more or less parking stalls would serve a better purpose: <br />A) Parking spaces require for independent living = 1 space per unit with half the <br />spaces enclosed; <br />B) Parking for assisted living = 0.5 spaces per unit <br />C) Parking for nursing homes/memory care = 1 space for every 4 beds <br />D) Parking for assisted living/memory care facility staff = 1 space for every <br />employee working on the largest shift. <br /> <br />Commissioner Lang questioned the rear yard restrictions being the same as the R-4 district when <br />last meeting we talked about the R-4 district being doubled. <br /> <br />Planning Associate Heller stated the development would fall under the new PUD ordinance <br />unless it is less than two acres where then it must be rezoned to R-4. The double side yard <br />setback is specific to R-4 zoning and senior housing and wouldn’t apply if the applicant were <br />using a PUD zoning. <br /> <br />Commissioner Lang stated in the heading it states Senior Housing and R-4 so we are sending <br />applicants to R-4 Senior Housing. <br /> <br />Planning Associate Heller indicated applicants would not be looking in the R-4 zoning section. <br /> <br />Chair Stevenson suggested incorporating the setback requirements into the PUD section. <br /> <br />Planning Associate Heller stated she would make the amendments to the code and bring it back <br />to the Planning Commission at the next meeting. <br /> <br />Commissioner Meehlhause asked if this would delay the proposed project. <br /> <br />Planning Associate Heller stated the applicant has already made application and didn’t want to <br />wait for this code amendment to take effect since it would delay them by at least a month. Their <br />goal is to break ground yet this year if they can get city approval in time. <br /> <br />___________________________________________________________________________ <br /> <br />7.
