Mounds View Planning Commission October 1, 2008 <br />Regular Meeting Page 4 <br />________________________________________________________________________ <br /> <br />She asked if Mounds View has lost the wetlands due to the aquifers or development or have they <br />dried up. <br /> <br />Planning Associate Heller stated that the water designation on this map is not necessarily <br />accurate. She indicated the maps were created by more than one person in a GIS program and <br />instructed the Planning Commission to use the wetland map for accurate designations. <br />Commissioner Walsh-Kaczmarek stated a prospective developer would need to be told that they <br />should refer to the Wetland map. <br /> <br />Commissioner Miller stated that there are several blue spots with lines through them and the new <br />maps have the same blue spots and are coded Institutional. <br /> <br />Planning Associate Heller stated Institutional designation is property owned by the city. <br /> <br />Community Development Director Roberts stated that once the last two chapters are available, <br />the Planning Commissioner will receive a full copy of the revised Comprehensive Plan. He <br />reiterated to the Planning Commission to call him if there are any comments or questions about <br />the plan update. <br /> <br />Commissioner Lang stated he had a question regarding the Economic Development section about <br />Fiscal Disparities. He stated the flow of the chapter was very smooth, but then this portion is <br />stuck in the middle. <br /> <br />Community Development Directors Roberts stated fiscal disparities are a pooling of property tax <br />revenue and intended to keep the suburbs from competing with each other for commercial and <br />industrial businesses. There is a formula and then the monies are distributed among the cities. <br />He stated that information could be moved to a different place in the section. <br /> <br />Commissioner Meehlhause suggested that it could be moved to the part of the section referring <br />to the five largest employers in Mounds View. He stated the staff has done a tremendous job <br />with the new Comprehensive Plan. The flow of the new document is much better than the old <br />plan. <br /> <br />Commissioner Gunn asked about the Mounds View toolbox and there is no definition for it. <br /> <br />Community Development Director Roberts stated that he could define it or just remove it from <br />the plan. <br />___________________________________________________________________________ <br /> <br />7.
