City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br /> <br /> <br />43 <br />Introduction <br /> <br />The City of Mounds View is a fully developed suburban community in the northern Twin Cities <br />metropolitan area. Residential land uses are and will continue to be the principal land uses in <br />Mounds View. The intent and content of Mounds View’s housing element therefore is directed <br />towards maintaining and improving the quality and diversity of the existing housing stock and <br />providing infill housing where possible. The housing element looks at four areas as required by <br />Metropolitan Council guidelines. These include housing goals and policies, existing housing supply, <br />future housing needs, and housing programs that have and/or will be used to achieve the goals. <br /> <br />Goals and Policies <br /> <br />The following are the housing goals and policies for the City of Mounds View: <br /> <br />Goal 1: Maintain a broad and full choice of housing opportunities. <br /> <br />Policies: <br /> <br />a. Provide sufficient housing and sufficient housing sizes, types and styles to meet the needs of <br />all segments of the population, notably groups with specialized housing needs, such as low <br />and moderate income and the elderly. <br /> <br />b. The development and preservation of owner-occupied housing for low and moderate income <br />households shall be encouraged. <br /> <br />c. Housing for low and moderate-income families and individuals should not be concentrated <br />within a single project or area. <br /> <br />d. When providing low and moderate-income housing, priority should be given to Mounds <br />View residents to the extent possible. <br /> <br />e. Consider the development of additional medium density single-family attached homes to <br />supplement conventional single-family detached homes, mobile homes, and apartments. <br /> <br />f. Encourage Αlife cycle≅ housing to provide various housing options. <br /> <br />g. Encourage the development of Αmove up≅ housing opportunities. <br /> <br />h. Promotion of first-time home buyers and closing cost/down payment assistance programs. <br />
