City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br /> <br /> <br />44 <br />Goal 2: Maintain and upgrade the existing housing stock of the City. <br /> <br />Policies: <br /> <br />a. Promote rehabilitation and redevelopment of housing. <br /> <br />b. Substandard housing shall be removed when it is judged to be not economically feasible to <br />correct deficiencies. <br /> <br />c. Uniformly enforce the City Code as a tool to encourage the maintenance of the City’s <br />housing stock. <br /> <br />d. Routinely survey housing to identify housing in need of rehabilitation. <br /> <br />e. Encourage and assist multi-family property owners to apply for housing rehabilitation <br />assistance. <br /> <br />f. Continue to explore funding possibilities, both loans and grants, which the City could use for <br />single-family or multi-family housing rehabilitation projects. <br /> <br />g. Establish a revolving loan fund for citizens of Mounds View to use for single-family housing <br />rehabilitation. <br /> <br />h. Sponsor remodeling fairs to encourage housing rehabilitation. <br /> <br />i. Explore the benefits and drawbacks of a Point-of-Sale or Truth-in-Housing program. <br /> <br />j. Continue to promote and encourage participation in the Property Manager’s Coalition. <br /> <br />k. Consider ordinances that allow for easier expansion or upgrading of existing <br />residences. <br /> <br />l. Continue the Rental Housing Inspection Program <br /> <br /> <br />
