<br />Item No: 6b <br />Meeting Date: January 18, 2006 <br />Type of Business: Business <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Review Possible Acquisition of the Premium Stop, <br />2390 County Road 10 <br /> <br />Introduction: <br /> <br />As the Planning Commission is well aware, the condition of the property located at 2390 <br />County Road 10, operating as the Premium Stop gas station and convenience store, has <br />been deteriorating to the point of becoming a nuisance and a blighting influence on the <br />surrounding properties and community in general. The City Council authorized the <br />abatement of the property at the December 12, 2005 meeting however they recognize that <br />abating the present nuisances is simply a band-aid solution, treatment of a symptom without <br />addressing the problem. At the Council meeting on January 9, 2006, the Council directed <br />staff to negotiate a purchase agreement with the property owner for subsequent EDA <br />consideration. <br /> <br /> <br />Discussion: <br /> <br />The Planning Commission needs to review the possible acquisition for consistency with the <br />City’s Comprehensive Plan, as dictated by Minnesota Statutes. The future land use map <br />designation for the Premium Stop parcel and adjoining Donut Connection site is HC, <br />Highway Convenience. The zoning for both properties is B-3, Highway Business. <br /> <br />The property area of the Premium Stop site is 55,756 square feet (1.28 acres.) The adjacent <br />Donut Connection site, which has been proposed to be re-used as a “sushi bar,” is 20,908 <br />square feet (0.48 acres) and together comprise 1.76 acres. Acquisition of this property <br />would be consistent with the City Council’s and community’s desire for coordinated corridor <br />redevelopment. This parcel is represented on the City’s official list of properties for potential <br />acquisition. <br /> <br />The Comprehensive Plan’s goals and policies are intended to maintain a cohesive land use <br />pattern that ensures compatibility and a functional relationship between activities and uses. <br />This statement is consistent with the community’s desire for coordinated and meaningful <br />development and redevelopment along the County Road 10 corridor. Acquisition of the <br />Premium Stop site would permit an immediate elimination of the blight as well as more <br />control over the potential reuse of the subject property. Another equally important goal <br />articulated by the Comprehensive Plan is the desire to preserve and protect property values. <br /> Acquisition of this property voluntarily offered to the City will provide an opportunity to <br />enhance the tax base while opening the door to a comprehensive redevelopment of this <br />visible corner within the County Road 10 corridor.
