<br /> <br />Item No: 5B <br />Meeting Date: June 21, 2006 <br />Type of Business: Action <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Heidi Heller, Planning Associate <br />of a Proposed <br />ed Unit Development <br /> <br /> <br />troduction: <br />representing LandCor Construction, has applied for an amendment to the <br />’Neil property Planned Unit Development (PUD). This 26 acre PUD bounded by County <br />iscussion: <br />ally approved the O’Neil property PUD in May 1998. The original land use <br />esignated for 2442 County Road 10 (Parcel A) was a restaurant. In May of 2003, the City <br />nstruct an attached garage on the <br />outhwest side of the building. They would also need to relocate the garbage enclosure that <br />ned Unit Developments is processed as would an amendment to an <br />pproved Conditional Use Permit, which is to say that the procedural requirements of Section <br />. Relationship to Comprehensive Plan <br />Item Title/Subject: Public Hearing and Consideration <br />Amendment to the “O’Neil” Plann <br />(PUD) to Allow for Accessory buildings. <br />Planning Case PA2006-001 <br />In <br /> <br />John Brickley, <br />O <br />Road 10, County Road H2 and Long Lake Road allows for a movie theater, parking, office <br />buildings and a retail building. Mr. Brickley is requesting an amendment to the PUD to permit <br />an accessory building at 2442 County Road 10, the triangular parcel identified at Parcel A in <br />the PUD document. According to the PUD document, accessory buildings are not permitted <br />within the PUD, except trash enclosures. LandCor is seeking the amendment to satisfy the <br />needs of a prospective tenant. <br /> <br /> <br />D <br /> <br />The City origin <br />d <br />Council approved a PUD amendment to allow an office building to be constructed on the <br />subject parcel, which was then constructed in 2004. <br /> <br />With the requested amendment, LandCor would co <br />s <br />is currently on the site. They would probably move it slightly to the east and in turn would <br />lose about two parking spaces. When this building was constructed, it was determined that <br />60 parking spaces were required based on the building square footage, and 64 spaces were <br />provided. Even with losing two, or possibly three spaces, LandCor would still exceed the <br />required number of parking stalls. <br /> <br />Amendment Process: <br /> <br />An amendment to a Plan <br />a <br />1125 of the Zoning Code would be followed. Section 1125 requires that the Planning <br />Commission and City Council review the request, taking into consideration any and all <br />potential adverse effects of the proposed amendment. <br /> <br /> <br /> <br /> <br />1 .
