Item No: 5 <br />Meeting Date: May 7, 2003 <br />Type of Business: Commission Business <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: James Ericson, Acting City Administrator <br />Item Title/Subject: Consideration of a Conditional Use Permit Request <br />for an Over-Size Garage at 7988 Edgewood Drive; <br /> Planning Case No. CU03-002 <br /> <br />Introduction: <br /> <br />Property owners Steve and Sandy Eyler are requesting approval of a conditional use permit <br />to construct a detached 1,344 square-foot garage on their property located at 7988 <br />Edgewood Drive. The Eylers indicate that the existing single-stall garage is in poor condition <br />and needs to be replaced. The lot is 36,750 square feet, which is more than four fifths of an <br />acre. The existing garage will be demolished to make room for the proposed garage, which <br />would be built in the same location in the rear yard, extending closer to the north side lot line. <br /> <br />Discussion: <br /> <br />Section 1106.4, Subdivision 6, lists the specific conditional use permit requirements for <br />garages larger than 952 square feet. These requirements, such as setbacks and maximum <br />square-footage would be met with this proposal, with one exception, which shall be explained <br />on the next page. The Code sets an upper limit of accessory storage space on a property at <br />1,800 square feet, this requirement is also met. The applicant is proposing to construct the <br />new garage behind the house in the same location as the original garage, except that the <br />garage would be much closer to the north property line than the original garage. <br /> <br />The Comprehensive Plan encourages the development and maintenance of residential <br />areas so as to improve the quality, appearance and attractiveness of housing units and <br />residential property in general. The Comprehensive Plan designates this property, 7988 <br />Edgewood Drive, as low-density residential. The 36,750 square-foot lot is large however <br />typical for this area. Most of the homes in this were built with detached single-stall garages, <br />which by today’s standards is not sufficient for the typical multi-car family. Many of the <br />property owners in this area have already expanded or replaced the original garages. <br /> <br />Adverse Effects <br /> <br />According to the City Code, the Planning Commission must consider the possible adverse <br />effects of the proposed conditional use. The findings of the Planning Commission shall be <br />based upon, but not limited to, the following factors: <br /> <br />• Relationship with the Comprehensive Plan. <br />• The Geographical Area Involved <br />• Whether such use will tend to or actually depreciate the area in which it is proposed. <br />• The Character of the Surrounding Area <br />• The demonstrated need for such a use. <br />
