Mounds View City Council Page 4 <br />Regular Meeting May 22, 1995 <br />Mary Saarion, Director of Parks, Recreation and Forestry, explained <br />the request for a non-intoxicating liquor license for The Bridges. <br />The fee of $1,000, which the City would be charging itself, could <br />be waived at Council discretion. <br />Mayor Linke closed the public hearing at 7:16 p.m. <br />MOTION/SECOND: Hankner/Trude to Approve Non-Intoxicating Malt <br />Liquor License for "The Bridges" and Waive the Fee <br />VOTE: 4 ayes 0 nays Motion Carried <br />To Consider the Public Improvements Assessment Policy and Formal <br />Introduction of Ordinance No. 560 <br />Mayor Linke opened the public hearing at 7:16 p.m. <br />Mike Ulrich, Director of Public Works, reported that the need for <br />an equitable means of maintaining and reconstructing the City's <br />infrastructure was rapidly becoming a necessity. Streets and <br />sanitary sewer mains have been aging and decaying. The Silver Lake <br />Woods Fund has been utilized for several years to perform <br />preventative maintenance of the streets but is quickly being <br />depleted. <br />Earlier in the year, wastewater employees Wally Mortenson and Larry <br />Decheine presented an informational review of the sanitary sewer <br />system. There are numerous video tapes showing the decay in the <br />system; many residential services have tree roots protruding into <br />the mainline. The need for rehabilitation and reconstruction is <br />imminent in the future. Several assessment policies from <br />surrounding communities have been reviewed in considering a policy <br />for Mounds View. The assessment policy has been discussed at <br />several City Council Work Sessions and has been submitted to the <br />City Attorney for comments. The document was presented to Council <br />at the May 1, 1995 Work Session and at that time, staff received <br />direction to proceed with adoption. <br />Mayor Linke mentioned that the City's infrastructure will require <br />improvements and reconstruction in the future. He read portions of <br />the Assessment Policy Statement which included the following: <br />I.
