Consideration of Action on Ordinance 560 Adopting the <br />Assessment Policy <br />Mayor Linke read the revisions the Council directed at the <br />June 12, 1995, meeting which were to be incorporated into the <br />proposed assessment policy by the City Attorney. The first <br />revision dealt with petitions initiated by property owners and <br />the second dealt with developer requests. <br />Mike Ulrich, Director of Public Works, reiterated the <br />revisions and advised Page 20, regarding residential street <br />design, was inadvertently omitted. <br />Councilmember Trude pointed out the attorney's recommendations <br />regarding holding public hearings are not included in the <br />draft. <br />Councilmember Hankner requested future drafts show revisions <br />by crossing out, or redlining, language to be deleted and <br />underlining language to be added. She also requested the <br />draft contain the date of revision. Mr. Ulrich stated staff <br />will do this on future drafts. <br />• Mr. Ulrich reviewed the revision regarding assessment of <br />double frontage lots in that the long side would be assessed <br />25% of the adjusted front footage. This is proposed to be <br />reduced from 35a at the determination of the council. <br />Mr. Ulrich noted staff was requested to estimate the amount of <br />funds available for pavement maintenance activities like <br />sealcoating, crack sealing and patching. In the past, the <br />sealcoating projects cost about $50,000 and patching was <br />contracted out at a cost of $50-60,000. He estimated crack <br />sealing work cost about $10,000. Mr. Ulrich reported the City <br />is now doing their own patching at a lower rate. <br />With regard to cost impact, Mr. Ulrich advised if sealcoating <br />activity is omitted from the Assessment Policy and funded <br />through general tax revenue, it would cost the average house <br />($85,900) an additional $19.71. He advised after further <br />research on the number of public hearing notices and <br />associated costs, staff recommends that this route be taken. <br />It was noted sealcoating benefits the Pavement Management <br />Program by prolonging the surface of the roadway. <br />Mr. Ulrich informed the majority of City streets are in the <br />same condition and need sealcoating every five to seven years. <br />He asserted the actual cost to the resident in assessing the <br />single family homes for sealcoating versus paying via the <br />general tax levy, is about the same. <br />
