The secretary read a letter addressed to the Chair, Charlotte <br /> Forslund, dated October 8, 1987, from Donald Pauley, city administrator, <br /> with reference to the 1987 Legislature amending State Statutes relating <br /> to the filing dates for local elections, and recommending to the com- <br /> mission that they amend the Charter to conform with state law. <br /> The Chair suggested that the Charter Commission recommend to the City <br /> Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the <br /> Home Rule Charter, to conform with state law (Minnesota Statutes 1986, <br /> section 205.13, sub-division 1) which changes the number of days to which <br /> a candidate may file for municipal office. <br /> Following discussion, a motion was made by Bob Toborg, seconded by Jean <br /> Miller, that the Mounds View Charter Commission recommend to the City <br /> Council that they, by Ordinance, amend Chapter 4, Section 4.02, of the <br /> City Charter to read as follows: <br /> "Sec. 4.02. Filing for Office. No earlier than seventy <br /> days nor later than fifty-six days before any municipal <br /> election, any resident of the city qualified under state <br /> law for elective office may, by filing an affidavit and <br /> by paying a filing fee to the clerk-administrator in an <br /> amount as set by ordinance, have his/her name placed on <br /> the municipal election ballot." <br /> Motion passed unanimously. <br /> Motion made by Charlotte Forslund, seconded by Bob Toborg, that a <br /> letter be written to the City Council to this effect, and should <br /> such Ordinance be passed, a copy of such Ordinance be mailed to <br /> the Secretary of the Commission, and amended copies of the Charter <br /> be mailed to each charter commission member. Motion passed un- <br /> animously. <br /> V. Annual Report <br /> In compliance with Minnesota Statute 410.05, motion made by Jean Miller, <br /> seconded by Charlotte Forslund, that the secretary submit the Commission's <br /> annual report to the District Court. Carried unanimously. <br />
