The transponder <br />would run between $30 and $40, however there could also be some type of incentives set up. <br />Ms. Trude asked what the fees run for use of the toll road. <br />Mr. Zauner stated the total corndor is approximately ] 6 miles. The driver would only pay for the actual area he <br />traveled on the corridor. Based on a rate often cents per mile, a vehicle would pay twenty cents if he drove <br />two miles. The type of vehicle (passenger or commercial) would deternune the rate. <br />Duane McCariy, $060 Long Lake Road, stated he would like to know what the cost differential is for public <br />versus private over the life of the project -which is the most expensive and how much? <br />Mr. Zauner stated he is not able to anticipate what the cost differential would be because no one knows what <br />would not happen if the project is not completed. He stated he was told by the MN Department of <br />Transportation that there is no vision at all for the far portion of this project west of 169 or the river crossing. <br />Mr. McCarty stated he thinks that the public needs something more solid in terms of factual information before <br />any decision is made. He thinks that perhaps the communities should look as hard at the possibility of doing <br />. the project ourselves as we have in the past. He thinks the public should look into dedicating the motor vehicle <br />excise tax Yo a transportation trust fund, rather than see it put into the general fund of the State of MN. <br />Kent Allen, 7295 Silver Lake Road, asked what would happen if the revenues are not generated that are <br />anticipated. Would the State be forced to take the project back over and therefore experience an expense that <br />Mr. Zauner claims does not exist. He also wondered what would prevent use of the system by police force to <br />issue speeding violations. Also, if someone was hauling a boat trailer, what would prevent a fine from being <br />generated by the transponder only being registered with the car and not also the trailer. <br />Mr. Zauner explained that they are a private company and they do not share information with the police <br />department. If the project should fail, it is their risk and the investor's risk. The legislation states that the <br />project must continue to be used for what it is designed at. The state would either operate it or it would be sold <br />to another investor. The road would not be shut down. <br />Tom Snell, Director of the Metro North/Anoka County Chamber of Commerce stated that their Board of <br />Directors is opposed to this toll road and they believe that a toll road located in their community would <br />potentially adversely impact future economic development. Moreover it would represent a break in the bi- <br />partisan pledge to build and fund this project with support from the State of Minnesota. They feel that they <br />should continue to press that this project can be completed with full support of the State of Minnesota and they <br />would vehemently oppose a toll road. <br />Mike Aanestad, 3127 131st Avenue N.W., Coon Rapids, asked what existing roads would be taken into the <br />project. <br />Mr. Zauner stated their proposal would just connect 35W and Interstate 94 <br />• Bruce Brasaemle, 5127 Long Lake Road, asked if Hwy. t ] 8 would be part of the mainline corridor. He also <br />wondered what the State and local government's benefit would be for the highways that were a part of the <br />
