What kind of return on investment could they expect for private companies and <br />private individuals on that part of the highway? <br />Mr. Brasaemle asked where Mi•. Zauner is expecting to relieve congestion. He believes there would be a <br />highway open with people who were willing to pay for a little further north that was free of congestion, but <br />there would still be the same congestion here, especially if the traffic is expected to increase dramatically by <br />2010. Is there any way of insuring that the economic development would truly benefit the eastern end of this <br />corridor? <br />Mr. Zauner stated that the return the local communities and users would get is that they envision that there <br />would be some upgrading and improvement to that stretch. That would lower the cost of the development, <br />lowers the amount that would need to be financed and in essence it would reduce the fee that would have to be <br />paid. In regard to economic development, they have not done any research on it but he feels quality <br />transportation would encourage development. <br />A resident of Coon Rapids on 94th Circle stated her development is located at the off-ramp for 610 and the <br />State has been negotiating with them to acquire some of their land. She wondered who they would be selling <br />the land to -the state or a private investment company? Does that make a difference in how much they should <br />. be receiving for that land? <br />Mayor Linke explained that he would assume that they would continue to deal with the MN Department of <br />Transportation. <br />Jim Sailthoip, 8250 Eastwood Road, stated he wondered why the project includes both the 118 corridor and <br />the area over in Brooklyn Park. Is that actually two different projects and could they be separated and still be <br />viable? <br />Mr. Zauner stated the completion of the project in its entirety is of the most benefit. Tying it all together creates <br />a root of value for all users and that is the way the project was envisioned. <br />Gary Henrickson of Northeast Minneapolis, stated he feels the November timetable given for a decision to be <br />made in regard to the project is inadequate. He further stated if we are connecting and using highway 118, we <br />have already paid for that highway and he would not want to be party to paying for that a second time. <br />Mr. Henrickson also wondered if a person with a transponder in their vehicle would be paying a monthly fee <br />even if they did not use the toll road. Also why would those without transponders be billed at a premium rate? <br />Mr. Zauner explained that there would not be a charge if the toll road was not used. The premium rate is <br />merely the same rate of usage plus postage and handling. <br />Andy Piilolia, 2649 Brighton Avenue N.E., representing MN Trucking Association, asked what the toll rate <br />would be for large trucks and what constitutes a "large" truck. He stated he also has concerns in regard to <br />freight movement and interstate truck operators that will be passing through the area. Also, trailers are <br />interchanged among trucks and he wondered how those trailers would be tracked. He understands that $82.5 <br />million will come from MNDOT. That is money that is paid by highway users and if they would also be <br />required to pay a toll, he feels it is double taxation. <br />
