MOUNDS VIEW CHARTER COMMISSION <br /> MINUTES <br /> OCTOBER 10, 1991 <br /> I . The meeting was called to order at 7 :36 p.m. by Chairman Len <br /> Burgers at the Random Park Shelter Building, 5214 Long <br /> Lake Road. The meeting was held at this location as the <br /> City's Council Chambers were being used for a previously <br /> scheduled meeting. <br /> II . Approval of Minutes <br /> The minutes from the March 14, 1991 meeting were reviewed by <br /> all presented. Passed unanimously. <br /> IV. Old Business <br /> As requested at the March 14, 1991 meeting, Chairman <br /> Burgers contacted Bill Doty and requested that he appear <br /> at the October 10, 1991 meeting and present a--listing of <br /> the Mounds View Charter and its significant features . <br /> Mr. Doty subsequently appeared at the meeting and <br /> presented a verbal history of the development of the <br /> Charter in the City of Mounds View. His presentation <br /> included a description of the form of government in the <br /> City of Mounds View in 1978, utility development issues <br /> which required resolution by City government at that time <br /> and citizen frustrations concerning an inability to <br /> impact the decision making process . <br /> A Citizen Task Force was formed to study the utility <br /> issue. From that group, several people began the process <br /> of researching the charter form of government and formed <br />
